In response to a congressional request, GAO reviewed Department of Defense (DOD) policies and procedures concerning the services' use of military operational support airlift (OSA) aircraft versus commercial aircraft for the transportation of DOD military and civilian personnel, to determine whether the: (1) services followed current policies and procedures; and (2) use of military aircraft was cost-effective compared to commercial air transportation sources. GAO found that: (1) the services' continued noncompliance with DOD policies and procedures and their own management criteria resulted in increased DOD transportation costs; (2) problems included services' failing to conduct or document periodic management reviews, implementing instructions for OSA inconsistent with DOD regulations, and overstating requirements, resulting in uneconomical flights; (3) DOD believed that use of OSA training missions to transport passengers was cost-effective and economical; and (4) the services' programs needed more automation and organization to have a more efficient, cost-effective, and service-oriented system.

This report is a study on wartime requirements for Operational Support Airlift (OSA) across the Department of Defense (DoD). OSA aircraft are used to meet short notice, generally smaller cargo and passenger requirements that cannot be met by regularly scheduled tactical resupply aircraft. The Joint Staff's study found that the joint wartime requirement for OSA is 391 aircraft, or about 100 less than the fleet that existed at the time of the study. You asked us to determine if the 391 aircraft level was excessive. As a result, we (1) recalculated the Joint Staff's estimate using the same computenzed model and (2) determined how changes in the flight frequency assumptions affected the calculation of the aircraft requirements. In May 1995, the Commission on Roles and Missions reviewed DoD'S post-Cold War direction and the plans to proceed in that direction. Among other things, its report concluded that there were too many OSA aircraft and recommended changes to eliminate the excess capacity. In response, the Deputy Secretary of Defense asked the Chairman of the Joint Chiefs of Staff to determine wartime requirements and to recommend management changes to improve efficiency. The Joint Staff subsequently formed an OSA working group to study the matter.

OSA missions support the movement of a limited number of high-priority passengers and cargo with time, place, or mission-sensitive requirements. DOD's OSA aircraft are variants of commercial aircraft. OSA aircraft are categorized as either executive (used to transport DOD, congressional, and cabinet officials) or non-executive (used to fulfill wartime or contingency needs). As of May 2017, DOD had 287 OSA aircraft-44 executive and 243 non-executive-about 6 percent of DOD's airlift/cargo/utility aircraft. House Report 114-537 and Senate Report 114-255 included provisions for GAO to review the use and size of the OSA fleet. This report examines the extent to which DOD (1) used OSA executive aircraft in 2014 and 2015, and if this usage complied with guidance; and (2) has a process to validate its OSA fleet size. GAO reviewed DOD guidance for approving the use of OSA aircraft, analyzed the most current executive aircraft flight data available-calendar years 2014 and 2015-and compared the approval documentation from a sample of those flights to DOD's guidance. GAO also reviewed documentation and interviewed officials to assess DOD's OSA validation process and results.

At the request of a Support Airlift General Officer Steering Group chaired by AF/RDQ, a commonality study among five administrative and operational support airlift programs was conducted. Each program is projected to acquire commercial off the shelf aircraft beginning in the mid to late 1980's. These programs are: (1) European Distribution System Aircraft (EDSA); (2) Tanker Transport Bomber (TTB) trainer for ATC; (3) Special Air Mission (SAM) aircraft to replace the C-140; (4) Replacement or modernization of the Operational Support Airlift (OSA) CT-39 fleet and; (5) Replacement Flight Check (FC) aircraft. while the airframe requirements for each of these programs are different, there is enough similarity that the potential for airframe commonality appears to exist. Also, each program is planning on a contractor logistics support (CLS) maintenance concept. This study investigated both the benefits and impacts of airframe commonality for these programs.

USTRANSCOM was tasked by the Chairman, JCS, to provide recommendations on consolidating the scheduling of the Operational Support Airlift (OSA) fleet. The proposed consolidation would result in all Services' OSA flight requests being transmitted to a single activity for scheduling. IDA was asked to conduct a study to investigate the effectiveness of consolidating scheduling vs. the extant multi-Service OSA scheduling. A representative sample of consolidated and coordinated flight schedules was selected for analysis by a Joint team of military aircraft schedulers from all Services and IDA research staff members. The analysis revealed a consistent positive trend in the effectiveness of consolidated scheduling over coordinated scheduling. Consolidated scheduling satisfied 7.5 percent more requests and 7.7 percent more passengers while flying the same number of mission-hours. It also produced, on average, missions with a greater number of passengers on fewer aircraft. The analysis in this report contributed to the final USTRANSCOM recommendation to the Chairman, JCS, to 'Consolidate OSA scheduling under a single unified commander.'
