Unforgettable congressional hearings in 1978 revealed that fallout from American nuclear weapons testing in the 1950s had overexposed hundreds of soldiers and other citizens to radiation. Faith in governmental integrity was shaken, and many people have assumed that such overexposure caused great damage. Yet important questions remain--the most controversial being: did the radiation overexposure in fact cause the cancers and birth defects for which it has been blamed? Elements of Controversy is the result of a decade of exhaustive research in AEC documentary records and the full clinical and epidemiological literature on radiation effects. More concerned with uncovering the historical story than with assigning blame, Barton Hacker concludes that every precaution was taken by the AEC to avoid harming test participants or bystanders. And, he points out, the biomedical literature suggests that these precautions worked. Yet top officials in Washington--for whom the success of nuclear weapons was of overriding importance--had asserted that testing involved no risks at all. Discrepancies between unverifiable government claims and the revelations that some actual risk was present explain the origins and angry persistence of the controversies, Hacker argues. The Department of Energy delayed publication of Hacker's study for five years, and while his controversial book is sure to draw objections from both sides of the radiation-hazard debates, it will provide a much-needed guide to understanding their polemics. This report describes the 14 experiments with nuclear weapons to determine their susceptibility to fission due to accidents in storage and transportation. One of the tests (Project 57) was designed to develop effective monitoring and decontamination procedures in the event of non-nuclear detonation of a nuclear weapon. The tests were conducted during the following operational periods: in November 1955 and January 1956, during Operation PLUMBBOB from April 1957 to October 1957, and in December 1957 and February and March 1958. DoD participation was limited to members of AFSWC and the Weather Bureau, some Exercise Desert Rock VII and VIII personnel, and DoD civilian and military scientists and technicians working for the AEC weapons development laboratories.

This handbook addresses three areas of concern for the museum administrator concerning the protection of historic buildings, monuments, and archaeological sites located in seismic areas. It proposes pre-disaster measures such as taking accurate and complete documentation (photogrammetry is discussed in one of the 13 appendixes), risk awareness, planning, maintenance and inspections, etc. Second, when an earthquake strikes, the immediate emergency steps necessary to protect life and property are indicated; and after the earthquake, the strengthening of valuable cultural property (based on the Modified Mercalli Intensity Scale, also in an appendix) should be included in the general program of prevention maintenance along with the repairs discussed in detail applicable to each architectural element, and to the site as a whole.
