The friends of the measure had been working judiciously for it for years, had secured the endorsement of the newspapers, many of the leading men of the state, and had by shrewd management got possession of the political parties, to the extent, at least, that all candidates printed 'vote for Initiative and Referendum' on all their election cards and bill posters and were all lined up to advocate the measure during election: Many did not know what they were voting for, simply following the rest.
