During the winter of 1864, more than 3,000 Federal prisoners of war escaped from Confederate prison camps into South Carolina and North Carolina, often with the aid of local slaves. Their flight created, in the words of contemporary observers, a "Yankee plague," heralding a grim end to the Confederate cause. In this fascinating look at Union soldiers' flight for freedom in the last months of the Civil War, Lorien Foote reveals new connections between the collapse of the Confederate prison system, the large-scale escape of Union soldiers, and the full unraveling of the Confederate States of America. By this point in the war, the Confederacy was reeling from prison overpopulation, a crumbling military, violence from internal enemies, and slavery's breakdown. This book offers a comparative and polycentric approach to the formation of global trade networks and goods that circumnavigated China, America, and Europe in the so-called process of “early globalization” during the early modern period. Based on a pioneering archival strategy developed by GECEM Project (Global Encounters between China and Europe www.gecem.eu) and funded by the European Research Council (ERC), the chapters in this volume deploy innovative methodology built on the process of clustering new empirical evidence on geostrategic locations to analyse complex socioeconomic systems. Each chapter in this volume focuses on a specific case study that validate the usefulness of this methodology for a more accurate analysis of the self-regulating institutions, social networks, circulation of global goods and information, and smuggling activities that characterised the nonlinear markets of early modern China, Europe, and the Americas. The Evolution Arti?cielle cycle of conferences was originally initiated as a forum for the French-speaking evolutionary computation community. Previous EA m- tings were held in Toulouse (EA’94), Brest (EA’95, LNCS 1063), Nˆ?mes (EA’97, LNCS 1363), Dunkerque (EA’99, LNCS 1829), and ?nally, EA 2001 was hosted by the Universit ́e de Bourgogne in the small town of Le Creusot, in an area of France renowned for its excellent wines. However, the EA conferences have been receiving more and more papers from the international community: this conference can be considered fully internat- nal, with 39submissions from non-francophonic countries on all ?ve continents, out of a total of 68. Out of these 68 papers, only 28 were presented orally (41%) due to the formula of the conference (single session with presentations of 30 minutes) that all participants seem to appreciate a lot. The Organizing Committee wishes to thank the members of the International Program Committee for their hard work (mainly due to the large number of submissions) and for the service they rendered to the community by ensuring the high scienti?c content of the papers presented. Actually, the overall quality of the papers presented was very high and all 28 presentations are included in this volume, grouped in 8 sections which more or less re?ect the organization of the oral session: 1. Invited Paper: P. Bentley gave a great talk on his classi?cation of int- disciplinary collaborations, and showed us some of his work with musicians and biologists.

Research input constitutes a key component in the development of international environmental regime formation. Science-policy interaction is, however, complex and difficult, particularly because it is an encounter between two distinct systems of behaviour: the scientific ideal of impartiality and disinterestedness and the political reality of interest realisation and strategic behaviour. This study analyses the extent to which and how the institutional framework within which the science-policy dialogue takes place - through conscious design - can be utilised as an instrument to handle obstacles and barriers immanent of science-policy interaction and thereby serve as an instrument to enhance the effectiveness of the dialogue. Also, the impact of actor behaviour, particularly behaviour taking the form of leadership performance, is investigated. This book provides a detailed and in-depth empirical study of science-policy interaction in the Intergovernmental Panel on Climate Change (IPCC) from its establishment in 1988, to the provision of the Second IPCC Assessment Report in 1995. The main focus of the empirical investigation is on Working Group I of the IPCC.
