A sample of Pacific Fleet officers was surveyed in an attempt to identify methods for improving the Navy officer performance evaluation system. The system has two major weaknesses: (1) inflation in performance ratings, which diminishes the usefulness of officer evaluations as input to decisions concerning promotion and assignment, and (2) a lack of incentives and procedures for ensuring that senior officers convey timely performance information (advice and feedback) to subordinates. Results of the survey and those of a companion study (see NPRDC TR 85-6) indicate that (1) problems in military performance appraisal result primarily from attitudinal factors rather than psychometric issues and (2) two systems are needed--one for assignment counseling and one for performance evaluation. It was recommended that (1) the FITREP form and its procedures be modified to reduce inflation, and (2) an assignment planning conference, scheduled for the beginning of the evaluation year, be used to ensure that the subordinate clearly understands his/her duties and priorities.

The revised Officer Evaluation System (OES) is designed to provide accurate performance feedback to subordinates, mission-oriented performance appraisals, and decentralized promotion recommendations. This study was designed to gauge officer acceptance of the new system. The major objectives of this research were to 1) determine if the OES is perceived by officers to be better than the previous Officer Effectiveness Report (OER) system in identifying and selecting the best qualified officers for promotion, 2) find out if ratees were receiving constructive feedback in accordance with Air Force guidelines, and 3) determine if there were significant differences in perceptions of key subgroups within the sample population. To compare the OES and OER system, data were analyzed from a 1987 study of the OER system and from the current study. In addition, responses in the current study compared the two systems. To evaluate feedback, ratees were asked specific questions about their latest formal feedback session. Responses from members of key subgroups were analyzed to ascertain the existence of important response-group differences.
