In 2009, President Obama spotlighted nuclear terrorism as one of the top threats to international security, launching an international effort to identify, secure, and dispose of global stocks of weapons-usable nuclear materials-namely highly enriched uranium and weapons-grade plutonium. Since that time, three nuclear security summits have been held, along with scores of studies and workshops (official and unofficial), drawing sustained high-level attention to the threat posed by these materials. However, little attention has been given to incidences where sensitive nuclear materials actually went missing. This volume seeks to correct this deficiency, examining incidences of material unaccounted for (MUF) arising from the U.S. and South African nuclear weapons programs, plutonium gone missing from Japanese and British civilian production facilities, and a theft of highly enriched uranium from a U.S. military contractor in the 1960s that was used to help fuel Israel's nuclear weapons program. This volume also questions the likelihood that the International Atomic Energy Agency would be able to detect diversions of fissile materials, whether large or small, and the likelihood that a state could or would do anything about the diversion if it was detected. What emerges from this book is an assessment of how likely we are to be able to account for past MUF quantities or to be able to prevent future ones.

Given recent controversies over suspected WMD programs in proliferating countries, there is an increasingly urgent need for effective monitoring and verification regimes—the international mechanisms, including on-site inspections, intended in part to clarify the status of WMD programs in suspected proliferators. Yet the strengths and limitations of these nonproliferation and arms control mechanisms remain unclear. How should these regimes best be implemented? What are the technological, political, and other limitations to these tools? What technologies and other innovations should be utilized to make these regimes most effective? How should recent developments, such as the 2015 Iran nuclear deal or Syria's declared renunciation and actual use of its chemical weapons, influence their architecture? The Politics of Weapons Inspections examines the successes, failures, and lessons that can be learned from WMD monitoring and verification regimes in order to help determine how best to maintain and strengthen these regimes in the future. In addition to examining these regimes' technological, political, and legal contexts, Nathan E. Busch and Joseph F. This book examines the threat of a terrorist organisation constructing and detonating a nuclear bomb. It explores the role and impact of the organisational design of a terrorist organisation in implementing a nuclear terrorism plot. In order to do so, the work builds on the organisational analogy between an assumed nuclear terrorism scenario and four case studies as follows: the construction of the first atomic bombs at Los Alamos; South Africa’s Peaceful Nuclear Explosives (PNE) program; Aum Shinrikyo’s chemical-biological armament activities; and Al Qaeda’s implementation of the 9/11 attacks. Extrapolating insights from these case studies, this book introduces the idea of an effectiveness-efficiency trade-off. On the one hand, it will be argued that a more organic organisational design is likely to benefit the effective implementation of a nuclear terrorism project. On the other hand, this type of organic organisational design is also likely to simultaneously constitute an inefficient way for a terrorist organisation to guarantee its operational and organisational security. It follows, then, that the implementation of a nuclear terrorism plot via an organic organisational design is also likely to be an inefficient strategy for a terrorist organisation to achieve its strategic and political goals. This idea of an effectiveness-efficiency trade-off provides us with a tool to strengthen the comprehensive nature of future nuclear terrorism threat assessments and sheds new light on the ongoing debates within the nuclear terrorism literature. This book will be of particular interest to students of nuclear proliferation, terrorism studies, international organisations, and security studies in general.
