This book studies a significant event in US relations with Latin America, shedding light on the role of dependent states and their foreign policy agency in the process by which local concerns become intertwined with the dominant state’s foreign policy. Plan Colombia was a large-scale foreign aid programme through which the US intervened in the internal affairs of Colombia, by invitation. It proved to be one of the major successes of US foreign policy, and has been credited with stemming a potentially catastrophic security failure of the Colombian state. This book addresses the problems of administrative reform in Third World countries by examining recent reform efforts in Peru, Colombia, and Venezuela. Dr. Hammergren discusses the politics of administrative change and the interaction of the political and technical dimensions of reform in the three countries. The failure of many reform programs, she suggests, can be traced to their conception primarily in technical terms; the neglect of the political dimension encourages a division between the interests dominating the technical, planning stages and the groups needed for implementation. In the case of Third World programs, this division is further aggravated by the impact of external actors on the power base and orientation of national reform planners. While international support helped establish reform programs in the three countries studied, it also dissuaded planners from building ties with other national groups and from broadening and intensifying their political bases. Dr. Hammergren explores the sources of program content in the case studies and the notion of reform success or failure and examines alternative strategies for designing reform programs. Her emphasis is on identifying political, programmatic, and organizational variables that can be manipulated to enhance program implementation and effectiveness.

This book tackles the question of how to characterise and account for recentralisation in Colombia between central and lower levels of government across a 26-year period. Around the world, the COVID-19 pandemic has once again put the distribution of responsibilities, resources, and authority between different levels of government at the heart of political debate. This book brings this issue to light as a topic central to the study of public administration.Drawing on extensive fi eldwork with more than a hundred interviews with former presidents, ministers, members of congress, governors, local mayors and subnational public offi cials, as well as documentary sources, it begins with a historical account of recentralisation processes in the world. It then proposes a theoretical framework to explain these processes, before tracing and carefully comparing recentralisation episodes in Colombia using theory-guided process tracing.
