This standard review plan (SRP) guides the staff of the U.S. Nuclear Regulatory Commission (NRC) in conducting safety reviews of license termination plans (LTPs). The principal purpose of this SRP is to ensure the quality and uniformity of NRC staff reviews and to present a well- defined base from which to evaluate the requirements for terminating the license of a nuclear power plant. It is also the purpose of this SRP to make information about regulatory matters widely available, so that interested members of the public and the nuclear industry can gain a better understanding of the staff's review process. Licensees may also use this SRP to assist in developing an LTP. Each SRP presents the acceptance criteria for all areas of review for license termination, and identifies the matters to be reviewed, the basis for the review, and the conclusions that are sought. For example, NUREG-1757, “Consolidated NMSS Decommissioning Guidance” provides additional guidance on how to demonstrate compliance with the unrestricted release, restricted release, and alternative criteria for license termination, in accordance with Subpart E of Title 10, Part 20, of the Code of Federal Regulations (10 CFR Part 20). When the three volumes of NUREG-1757 are complete, the consolidated guidance will completely replace NUREG-1727. To avoid duplication of information, this SRP references applicable sections of NUREG-1757 for additional guidance. Once NUREG-1757 is complete, the NRC will revise this SRP to reference the additional sections of NUREG-1757, if necessary. In addition, the NRC will also issue supplemental guidance which will subsequently be consolidated into NUREG-1757 to address partial site release prior to LTP approval, and compliance with Subpart E.

The US Nuclear Regulatory Commission amended its regulations to set forth the technical and financial criteria for decommissioning licensed nuclear facilities. These regulations were further amended to establish additional recordkeeping requirements for decommissioning; to establish timeframes and schedules for the decommissioning; and to clarify that financial assurance requirements must be in place during operations and updated when licensed operations cease. Reviews of the Site Decommissioning Management Plan (SDMP) program found that, while the NRC staff was overseeing the decommissioning program at nuclear facilities in a manner that was protective of public health and safety, progress in decommissioning many sites was slow. As a result NRC determined that formal written procedures should be developed to facilitate the timely decommissioning of licensed nuclear facilities. This handbook was developed to aid NRC staff in achieving this goal. It is intended to be used as a reference document to, and in conjunction with, NRC Inspection Manual Chapter (IMC) 2605, ''Decommissioning Inspection Program for Fuel Cycle and Materials Licensees.'' The policies and procedures discussed in this handbook should be used by NRC staff overseeing the decommissioning program at licensed fuel cycle and materials sites; formerly licensed sites for which the licenses were terminated; sites involving source, special nuclear, or byproduct material subject to NRC regulation for which a license was never issued; and sites in the NRC's SDMP program. NRC staff overseeing the decommissioning program at nuclear reactor facilities subject to regulation under 10 CFR Part 50 are not required to use the procedures discussed in this handbook.

In September 2003, U.S. Nuclear Regulatory Commission (NRC) staff in the Office of Nuclear Material Safety and Safeguards (NMSS)1 consolidated and updated the policies and guidance of its decommissioning program in a three-volume NUREG series, NUREG-1757, “Consolidated NMSS Decommissioning Guidance.” This NUREG series provides guidance on: planning and implementing license termination under the NRC's License Termination Rule (LTR), in the Code of Federal Regulations (CFR), Title 10, Part 20, Subpart E; complying with the radiological criteria for license termination; and complying with the requirements for financial assurance and recordkeeping for decommissioning and timeliness in decommissioning of materials facilities. The staff periodically updates NUREG-1757, so that it reflects current NRC decommissioning policy.
