The Balkans offer classic examples of how empires imagine they can transform themselves into national states (Ottomanism) and how nation-states project themselves into future empires (as with the Greek "Great Idea" and the Serbian "Načertaniye"). By examining the interaction between these two aspirations this volume sheds light on the ideological prerequisites for the emergence of Balkan nationalisms. With a balance between historical and literary contributions, the focus is on the ideological hybridity of the new national identities and on the effects of "imperial nationalisms" on the emerging Balkan nationalisms. Disentangling a controversial history of turmoil and progress, this Handbook provides essential guidance through the complex past of a region that was previously known as the Balkans but is now better known as Southeastern Europe. It gathers 47 international scholars and researchers from the region. They stand back from the premodern claims and recent controversies stirred by the wars of Yugoslavia’s dissolution. Parts I and II explore shifting early modern divisions among three empires to the national movements and independent states that intruded with Great Power intervention on Ottoman and Habsburg territory in the nineteenth century. Part III traces a full decade of war centered on the First World War, with forced migrations rivalling the great loss of life. Part IV addresses the interwar promise and the later authoritarian politics of five newly independent states: Albania, Bulgaria, Greece, Romania, and Yugoslavia. Separate attention is paid in Part V to the spread of European economic and social features that had begun in the nineteenth century. The Second World War again cost the region dearly in death and destruction and, as noted in Part VI, in interethnic violence. A final set of chapters in Part VII examines postwar and Cold War experiences that varied among the four Communist regimes as well as for non-Communist Greece. At the end of the nineteenth century, Southeastern Europe became a prime sending region of emigrants to overseas countries, in particular the United States. This massive movement of people ended in 1914 but remained consequential long thereafter, as emigration had created networks, memories, and attitudes that shaped social and political practices in Southeastern Europe long after the emigrants had left. This book’s main concern is to reconstruct the political and socioeconomic impact of emigration on Southeastern Europe. In contrast to migration studies’ traditional focus on immigration, this book concentrates on the sending countries. The author provides a comparative analysis of the socioeconomic causes and consequences of emigration and argues that migrant networks and emulation effects were crucial for the persistence of migration inclinations. It also brings the state back in the emigration story and discusses political responses towards emigration by governments in the region before 1914. Emigration policy became closely aligned with nation-building and social engineering. These stances continued even after emigration had subsided: interwar Yugoslavia, which is studied in detail, tried to create a Yugoslav “diaspora” in America by turning emigrants from its territory into expatriate citizens. Hence, a nationalizing state exploited transnational linkages. The book closes with the emigration policies of communist Yugoslavia until the early 1960s,when experiments and experiences of the government were crucial for its eventual decision to liberalize labor migration to the West (the only communist government to do so). A paramount reason for this was the fact that emigrants, both as a place of memory and a source of remittances, continued to be significant. This book therefore presents emigration as a complex social phenomenon that requires a multifaceted historical approach in order to reveal the effects of migration on different temporal and spatial scales.

In the second half of the 19th century, Southeastern Europe was home to a vast and heterogeneous constellation of Jewish communities, mainly Sephardic to the south (Bulgaria, Greece) and Ashkenazi to the north (Hungary, Romanian Moldavia), with a broad mixed area in-between (Croatia, Serbia, Romanian Wallachia). They were subject to a variety of post-Imperial governments (from the neo-constituted principality of Bulgaria to the Hungarian kingdom re-established as an autonomous entity in 1867), which shared a powerful nationalist and modernising drive. The relations between Jews and the nation-states’ governments led to a series of issues relating to the enjoyment of civil rights, public and private education, and political participation, which found varying solutions, sometimes satisfactory for the Jews, but often undermined by the political instability of the region. In this book, the position of the Jews is also approached from the point of view of contemporary western Judaism, perhaps more sensitive to the sufferings of “our poor brothers in the East”; a western Judaism, emancipated, integrated, intellectually advanced, liberal, and able to intervene in situations under observation through diplomatic networks, its international philanthropic agencies and its political representatives. For readers interested in modern history, this book offers a detailed survey of the Jewish question in the various states of Southeastern Europe before the Shoah.

This paper analyses the impact of large and persistent emigration from Eastern European countries over the past 25 years on these countries’ growth and income convergence to advanced Europe. While emigration has likely benefited migrants themselves, the receiving countries and the EU as a whole, its impact on sending countries’ economies has been largely negative. The analysis suggests that labor outflows, particularly of skilled workers, lowered productivity growth, pushed up wages, and slowed growth and income convergence. At the same time, while remittance inflows supported financial deepening, consumption and investment in some countries, they also reduced incentives to work and led to exchange rate appreciations, eroding competiveness. The departure of the young also added to the fiscal pressures of already aging populations in Eastern Europe. The paper concludes with policy recommendations for sending countries to mitigate the negative impact of emigration on their economies, and the EU-wide initiatives that could support these efforts.

The history of eugenics and racial nationalism in Central and Southeast Europe is a neglected topic of analysis in contemporary scholarship. Moreover, national historiographies in Central and Southeast Europe have either marginalized eugenics and racial nationalism or deemed them incompatible with their respective national traditions. Accordingly, this volume has a two-fold ambition: to excavate the hitherto unknown eugenic movements in Central and Southeast Europe and to explain their relationship with racism, nationalism and anti-Semitism. On the one hand, the historiographic perspective substantiated in this volume connects developments in the history of racial anthropology, genetics and eugenics with political ideologies such as racial nationalism and anti-Semitism; on the other hand, it contests the 'Sonderweg' approach adopted by scholars dealing these phenomena in Central and Southeast Europe by arguing that concerns with eugenics and race were as widely disseminated in these regions as they were in Western Europe and North America. What shapes the cultural, political and ideological values of young people living in Southeastern Europe? Which identities matter to them? How are their values changing, and how can they be changed? Who is changing them? Europe’s periphery is the testing ground for the success of European values and identities. The future stability and political coherence of the Union will be determined in large measure by identity issues in this region. This book examines the ways in which ethnic and national values and identities have been surpassed as the overriding focus in the lives of the region’s youth. Employing bottom-up, ethnographic, and interview-based approaches, it explores when and where ethnic and national identification processes become salient. Using intra-national and international comparisons of youth populations of Albania, Bosnia-Herzegovina, Croatia, Macedonia, Montenegro, and Serbia, contributors uncover the mechanisms by which ethnic identities are evoked, reproduced and challenged. In addition to exploring political, regional cultural generational and class identities, the contributors examine wider questions of European unity.
