There is a growing consensus among many practitioners and scholars, across the political spectrum, broadly in favor of reforming the U.S. government interagency system to encourage a more effective application of all elements of national power. In 2007, the Bush Admin. launched the National Security Professional Development (NSPD) program, which included an oversight structure and participation by multiple agencies, including many not traditionally focused on national security. In 2011, the Obama Admin. reinvigorated the NSPD program, giving it a streamlined new emphasis on accomplishing missions, and adopting Emergency Mgt. as the initial focus area. This report analyzes key issues that Members of Congress may wish to consider in evaluating existing or proposed NSP initiatives, including the fundamental purpose; the concept of integration; the scope of participation; practical modalities for making the program work; the role of centralized oversight; incentive structures for individuals and agencies; recruiting; and congressional oversight. For context, the report also describes early NSP proposals; U.S. government strategic guidance; the experiences of the NSPD program to date; and significant congressional initiatives. It makes illustrative use of the military's Joint Qualification System, perhaps the closest U.S. government analogue. This is a print on demand report.

A growing community of interest, including Members of Congress, senior officials in the executive branch, and think-tank analysts, is calling for a reexamination of how well the U.S. government, including both the executive branch and Congress, is organized to apply all instruments of national power to national security activities. The organizations and procedures used today to formulate strategy, support presidential decision-making, plan and execute missions, and budget for those activities are based on a framework established just after World War II. That framework was designed to address a very different global strategic context: a bipolar world with a single peer competitor state, the Soviet Union, which was driven by an expansionist ideology and backed by a massive military force ... Doubts about the adequacy of the system to meet 21st century security challenges have been catalyzed by recent operational experiences, including Operation Iraqi Freedom, Operation Enduring Freedom, and responses to Hurricane Katrina. In the view of many defense and foreign affairs analysts, these operations revealed deep flaws in the ability of the U.S. government to make timely decisions, to develop prioritized strategies and integrated plans, to resource those efforts, and to effectively coordinate and execute complex missions.

Our legacy 1947/1989 national security system is unsuited for the dynamic and complex global security environment that has developed since the end of the Cold War. Over time, the National Security Council has evolved from the very limited advisory group initially imagined by President Truman to that of a vast network of interagency groups that were developed since 1989. These interagency groups view themselves as deeply involved in integrating policy development, crisis management, and staffing for the President. However, the National Security Staff (NSS) and the national security system are relics of the industrial age -- vertical stovepipes -- in an age that demands that the management of the national security system be conducted at the strategic level. What is required is a true national security strategy based on ends, ways, and means; the alignment of resources with integrated national security missions; and the assessment and accountability of management functions that should be performed by a properly resourced NSS unburdened from the urgency of the 24/7 news cycle. The President's National Security Strategy of May 2010 calls for reform in many of these areas. Section 1072 of the 2012 Defense Authorization Act calls upon the President to outline the changes and resources that are needed in both the executive branch and in Congress to implement his national security strategy. The President's response to this legislative mandate can and should be the first step in a strategic partnership for transforming our national security system, in both the executive branch and the Congress, to that of a system that can meet and anticipate the challenges and opportunities for ensuring our security and well-being.
