This book was written with the purpose of analyzing the challenges faced by the post-apartheid government in South Africa with regard to reform of higher education. It covers the apartheid context of higher education, resistance to the system and its ultimate demise, democratic processes in post-apartheid reform agenda and how this agenda was emptied of its radical content as a result of global and local pressures. Highlighted are key constraints in the reform process, including the compromise pact agreed upon between the apartheid government and the ruling African National Congress, the rapidly globalizing environment underpinned by neoliberal principles within which South Africa's transition took place, shifts in macro-economic policies of government towards neo-liberal policy, the inheritance of the bureaucracy and the inexperience of new government officials. These are presented in a narrative style that combines the author's experience, the voices of key players involved and important data from a range of documentary sources. Between the State and the Schoolhouse examines the Common Core State Standards from the initiative's promising beginnings to its disappointing outcomes. Situating the standards in the long history of state and federal efforts to shape education, the book describes a series of critical lessons that highlight the political and structural challenges of large-scale, top-down reforms. Education policy expert Tom Loveless argues that there are too many layers between the state and the classroom for a national standards approach to be effective. Specifically, he emphasizes the significant gap between states' roles in designing education policy and teachers' roles as implementers of policy. Abstract: This study explores the perspectives of PhD scholars in India regarding the National Education Policy (NEP) 2020. Using a qualitative approach, semi-structured interviews were conducted with 40 scholars from diverse academic disciplines to assess their awareness, perceived opportunities, challenges, and expectations concerning NEP 2020. The results indicate a significant gender disparity in awareness levels, with 35% of male participants reporting high awareness compared to 25% of females, while 40% of female scholars expressed a lack of awareness. Participants identified opportunities such as the promotion of research culture and interdisciplinary studies, but also highlighted challenges including lack of implementation strategies and inadequate research infrastructure. The study found that NEP 2020 is anticipated to positively impact research culture, inter-institutional collaborations, and research output, though concerns about inclusiveness and accessibility remain, particularly regarding gender equality. Recommendations for effective implementation include strengthening policy monitoring, enhancing faculty development programs, and bridging the gap between policy and practice. The insights from this study contribute to the existing literature and provide valuable guidance for policymakers to support the successful realization of NEP 2020's objectives, ultimately enhancing the quality and relevance of higher education in India.
