How do these motion-picture visits affect the child? We hear reports that, after an evening spent in a photoplay theater, the child is not in a fit mental condition to absorb his school lessons on the next day. Is this true? Whether the effect produced is harmful or not depends almost entirely upon the conditions under which the pictures are seen and the type of picture shown. Excerpt from Motion Pictures and Radio: Modern Technique for Education The work of the Inquiry has been divided into three major undertakings: first, the examination of the educational enter prise Of the State and the analysis Of its outcomes, methods, and costs; second, the critical appraisal of the work now under way; and third, the formulation of policies and programs for dealing with the immediate problems and issues, and long range objectives of the educational system of the State. The purpose of the Inquiry has not been to gather great masses of statistics, to devise numerous questionnaires, or to present meticulous factual descriptions of every phase of education within the State. Rather, the Regents' Committee and the staff of the Inquiry have been interested in isolating major issues and in hammering away at the problems which pre sented themselves in order to find a reasonable comprehensivesolution which would commend itself to the forward-minded people of the State Of New York. In conformity with this resolution, the Inquiry is publishing a limited part of the materials which have been brought together - such studies as bear directly upon central issues and major problems emerging in public education. Among these is a special study Of the use of the motion picture and the radio in the schools by Dr. Elizabeth Laine, a member of the research staff of the Inquiry. The study, made during the latter part of 1936 and the first part Of 1937, required numer ous visits, not only to places within New York State, but also to Minnesota, Wisconsin, Illinois, Ohio, and Washington, DC. Many public officials Of these states, specialists in educa tion, publicists, as well as those directly connected with some branch of the technical and commercial development of the motion picture and the radio, have willingly given their valuable assistance to this inquiry. SO many individuals are involved that an acknowledgment of each is impossible. The views expressed in this volume are those of the author; the Regents do not assume responsibility for them. For the most part they have been placed in school libraries which are operated in connection with city school systems or state universities. State university libraries, as a rule through extension divisions, serve the small school systems of their respective states. In this manner these films have reached hundreds of local schools throughout the nation. Smaller school systems with limited libraries have availed themselves of the shorter term licensing of two weeks or a semester. Many hundreds of prints are now in daily use throughout the country and in the classrooms of many thousand schools. The owners of these films who have made them available to the schools of the nation without financial return to them selves are pleased with the way in which the project has been handled and with the favorable response that has come from many quarters. They have agreed to continue their cooperation with the project for an additional three-year period extending to July 1, 1945 The cooperating companies are.
