That the Filipinos believed in democracy and thought along republican lines even before the advent of American rule in the Philippines is shown by I The Con stitution approved by the Philippine Republic in 1899. PREFATORY NOTE THIS is a living story of democracy. It is political science per sonalized. Americas work in the Philippines is a masterpiece in human relationship because it is human. I write it as a Filipino who is one of the beneficiaries of Philip pine-American collaboration. I write it so that America may know what she achieved in the Philippines. I write it also for the world that subject races may be informed of how the Filipino people in creasingly fought for their freedom, and that sovereign nations may profit by the example of America. For America was the only sov ereign nation in the Far East that in its hour of danger was able to count on the loyalty of its subject people. I write as a private citizen of the Philippines. The views expressed in this book are mine and are notofficial. I presume to speak for no government But I am convinced I bespeak the sentiments of all my Filipino comrades-in-arms who fought in Bataan and Corregidor. We know why and what we fought for there. My acknowledgment goes to President Manuel L. The Blue-Eyed Enemy is a comprehensive account of the interwoven histories of the three major archipelago-nations of the West Pacific during the years of the Second World War. Theodore Friend examines Japanese colonialism in Indonesia and the Philippines as an example of recurring patterns of domination and repression in that region. He depicts Japanese rule in Greater East Asia as expressive of the folly of the general who exhorted his troops "to annihilate the blue-eyed enemy and their black slaves." At the same time he clearly shows where the return of Western power aimed at new links between conqueror and conquered, or lords and bondsmen. Throughout the work one encounters an infectious sympathy for those afflicted by imperialism and racism from whatever source, at whatever time. The book is based on documentary research in Japan, Indonesia, and the Philippines, as well as in the United States and the Netherlands, and on over one hundred interviews with major actors and key observers of the era. The analysis balances an eclectic use of social science perspectives with a humanistic concreteness, and leads to new understanding of leaders like Sukarno and Hatta, Jose P. Laurel and Benigno Aquino, Sr., and Generals Yamashita and MacArthur. The American attitude toward human rights is deemed inconsistent, even hypocritical: while the United States is characterized (or self-characterized) as a global leader in promoting human rights, the nation has consistently restrained broader interpretations of human rights and held international enforcement mechanisms at arm's length. Human Rights and the Negotiation of American Power examines the causes, consequences, and tensions of America's growth as the leading world power after World War II alongside the flowering of the human rights movement. Through careful archival research, Glenn Mitoma reveals how the U.S. government, key civil society groups, Cold War politics, and specific individuals contributed to America's emergence as an ambivalent yet central player in establishing an international rights ethic. Mitoma focuses on the work of three American civil society organizations: the Commission to Study the Organization of Peace, the National Association for the Advancement of Colored People, and the American Bar Association—and their influence on U.S. human rights policy from the late 1930s through the 1950s. He demonstrates that the burgeoning transnational language of human rights provided two prominent United Nations diplomats and charter members of the Commission on Human Rights—Charles Malik and Carlos Romulo—with fresh and essential opportunities for influencing the position of the United States, most particularly with respect to developing nations. Looking at the critical contributions made by these two men, Mitoma uncovers the unique causes, tensions, and consequences of American exceptionalism.

Remodelling to Prepare for Independence: The Philippine Commonwealth, Decolonisation, Cities and Public Works, c. 1935–46 illuminates the implications of the USA’s final phase of colonial rule in the Philippine Islands. The first cultural history of the Philippines during the twentieth century, Musical Renderings of the Philippine Nation focuses on the relationships between music, performance, and ideologies of nation.
