In the controversy over female genital mutilation, Congress was quick to condemn practices throughout Africa and the Middle East and to take action criminalizing the practice domestically. Yet at the same time, it bluntly dismissed Amnesty International and Human Rights Watch when they pointed out human rights violations closer to home in the form of the disproportionately high rate of the imposition of capital punishment on black men, and the disempowerment of poor women under new draconian welfare rules. The irony of the United States' international condemnation of types of activities in which it engages within its own borders is not lost on Third World critics. Moral Imperialism sets out to bring an international human rights framework to the analysis of current international and domestic legal, political, and cultural crises. It explores the United States' moral supremacy during a time of clear domestic shortcomings and asks whether insisting that other nations adhere to norms that derive from dominant U.S. culture and history may harm societies—both within and outside of the U.S.—with radically different cultures and histories. Imperialism may be over, but the political, economic and cultural subjugation of social life through English has only intensified. This book demonstrates how English has been newly constituted as a dominant language in post-market reform India through the fervent aspirations of non-elites and the zealous reforms of English Language Teaching experts. The most recent spread of English in India has been through low-fee private schools, which are perceived as dubious yet efficient. The book is an ethnography of mothering at one such low-fee private school and its neighboring state-funded school. It demonstrates that political economic transitions, experienced as radical social mobility, fuelled intense desire for English schooling. Rather than English schooling leading to social mobility, new experiences of mobility necessitated English schooling. At the same time, experts have responded to the unanticipated spread of English by transforming it from a second language to a first language, and earlier hierarchies have been produced anew as access to English democratized.

University researchers in the United States seeking to observe, survey, or interview people are required first to complete ethical training courses and to submit their proposals to an institutional review board (IRB). Under current rules, IRBs have the power to deny funding, degrees, or promotion if their recommended modifications to scholars’ proposals are not followed. This volume explains how this system of regulation arose and discusses its chilling effects on research in the social sciences and humanities. Zachary M. Schrag draws on original research and interviews with the key shapers of the institutional review board regime to raise important points about the effect of the IRB process on scholarship. He explores the origins and the application of these regulations and analyzes how the rules—initially crafted to protect the health and privacy of the human subjects of medical experiments—can limit even casual scholarly interactions such as a humanist interviewing a poet about his or her writing. In assessing the issue, Schrag argues that biomedical researchers and bioethicists repeatedly excluded social scientists from rule making and ignored the existing ethical traditions in nonmedical fields. Ultimately, he contends, IRBs not only threaten to polarize medical and social scientists, they also create an atmosphere wherein certain types of academics can impede and even silence others.
