Language, Literacy, and Social Change in Mongolia is the first full-length treatment of literacy in Mongolian. Challenging readers’ assumptions about Central Asia and Mongolia, this book focuses on Mongolians’ experiences with reading and writing throughout the past 100 years. Literacy, as a powerful historical and social variable, shows readers how reading and writing have shaped the lives of Mongolians and, at the same time, how reading and writing have been transformed by historical, political, economic, and other social forces. Mongolian literacy serves as an especially rich area of inquiry because of the dramatic political, economic, and social changes that occurred in the twentieth and twenty-first centuries. For the seventy years during which Mongolia was a part of the communist Soviet world, literacy played an important role in how Mongolians identified themselves, conceived of the past, and created a new social order. Literacy was also a part of the story of authoritarianism and state violence. It was used to express the authority of the communist Mongolian People’s Revolutionary Party, control the pastoral population, and suppress non-socialist beliefs and practices. Mongolians’ reading and writing opportunities and resources were tightly controlled, and the language policy of replacing the traditional Mongolian script with the Cyrillic alphabet immediately followed the violent repression of Buddhist leaders, government officials, and intellectuals. Beginning with the 1990 Democratic Revolution, Mongolians have been thrust into free-market capitalism, privatization, globalization, and neoliberalism. In post-socialist Mongolia, literacy no longer serves as the center for Mongolian identity. Government subsidies to pastoral literacy resources have been slashed, and administrators now find themselves competing with other “developing countries” for educational funding. Due to the pressures caused by globalization, Mongolians have begun to talk about literacy and language in terms of crisis and anxiety. As global flows of English compete with new symbols from the distant past, Mongolians worry about the perceived lowering standards of Mongolian linguistic usage amid rapid economic changes. These worries also reveal themselves in official language policies and manifest themselves in the multiple languages and scripts that appear in the capital of Ulaanbaatar and other urban areas.

The title seeks to show how people are embedded culturally, socially and linguistically in a certain peripheral geographical location, yet are also able to roam widely in their use and takeup of a variety of linguistic and cultural resources. Drawing on data examples obtained from ethnographic fieldwork trips in Mongolia, a country located geographically, politically and economically on the Asian periphery, this book presents an example of how peripheral contexts should be seen as crucial sites for understanding the current sociolinguistics of globalization. Dovchin brings together several themes of wide contemporary interest, including sociolinguistic diversity in the context of popular culture and media in a globalized world (with a particular focus on popular music), and transnational flows of linguistic and cultural resources, to argue that the role of English and other languages in the local language practices of young musicians in Mongolia should be understood as "linguascapes." This book explores and contests both outsiders’ projections of Mongolia and the self-objectifying tropes Mongolians routinely deploy to represent their own country as a land of nomads. It speaks to the experiences of many societies and cultures that are routinely treated as exotic, romantic, primitive or otherwise different and Other in Euro-American imaginaries, and how these imaginaries are also internally produced by those societies themselves. The assumption that Mongolia is a nomadic nation is largely predicated upon Mongolia’s environmental and climatic conditions, which are understood to make Mongolia suitable for little else than pastoral nomadism. But to the contrary, the majority of Mongolians have been settled in and around cities and small population centers. Even Mongolians who are herders have long been unable to move freely in a smooth space, as dictated by the needs of their herds, and as they would as free-roaming "nomads." Instead, they have been subjected to various constraints across time that have significantly limited their movement. The book weaves threads from disparate branches of Mongolian studies to expose various visible and invisible constraints on population mobility in Mongolia from the Qing period to the post-socialist era. With its in-depth analysis of the complexities of the relationship between land rights, mobility, displacement, and the state, the book makes a valuable contribution to the fields of cultural geography, political geography, heritage and culture studies, as well as Eurasian and Inner-Asian Studies.
