This thesis determined that a model could be developed to forecast the impact of the closure or restructure of a military installation on a regional economy. The closure of a military base can have a significant effect on a community, and the impacts are required by the National Environmental Protection Act to be estimated before legislative action can be passed. The research examined the theories of economic impact and multiplier effects. The principles of shift share analysis were further investigated and applied to the industries of the national and Monterey County economies. An average employment multiplier was derived and used in the development of an alternate economic impact forecast model. The research also applied other commercially available economic impact forecast models to the data associated with the base closure at Fort Ord, California, and the forecasts agreed that the county economy would suffer considerably in the short term. The selected model was then applied to two redevelopment options and the results predicted that the county economy would improve greatly in the long term after the initial slump.

This research determined that a model could be developed to predict the impact of changes in spending by a military installation on a regional economy. Such impacts are required to be estimated to implement the National Environmental Protection Act. The research examined the theoretical basis for impact determination especially economic base theory. This theory applies multipliers to changes in basic activity to predict economic impact. Techniques for developing multipliers were explored with emphasis on shift share analysis and location quotients. These techniques were applied to a comprehensive survey of the Monterey County economy. An Army developed model using location quotients was analyzed, and alternate techniques based on shift share analysis were proposed. Finally the impacts on Monterey County predicted by the two methods were compared using hypothetical changes in the Fort Ord force level. Recommendations for calculating impacts and improving predictive techniques are presented. (Author).

Defense plant cutbacks and military base closures have affected hundreds of U.S. communities during the past twenty-five years. Tracing the recovery of four communities after large defense plant cutbacks and of one hundred communities after military base closures, the contributors analyze the transition from the production of military to civilian goods. The contributors examine the market potential of reusing defense industrial plants to produce civilian products within the one- to two-year period called for by economic conversion proponents, showing that the complex process needed to develop, test, and market an entirely new product requires a minimum of five years. They also review the wide range of economic development techniques available at the state and local level, conversion approaches in Western Europe, programs for displaced workers, and reasons why the economic conversion approach has failed to attract public support in the United States.
