This report is a guide for airport operators on effective procedures for using air quality models in combination with on-site measurement equipment to prepare a comprehensive assessment of air pollutant concentrations in the vicinity of airports. It is designed to help practitioners generate information desired by local communities as they seek to develop more detailed local air quality assessments as well as respond to regulatory needs, including those of the National Environmental Policy Act (NEPA). The guide provides in-depth information on the capabilities and limitations of modeling and measurement tools, adding to an increasing knowledge base concerning preparation of air quality assessments near airports. Starting with the Federal Aviation Administration's (FAA) regulatory EDMS/AEDT, it describes how best to use available models, in combination with potential on-site monitoring programs, to conduct air quality assessments. Detailed information on the monitoring campaigns and modeling assessments is included in a set of appendices that accompany the guide. Although airports provide several benefits for our society, communities in the vicinity of airports are subjected to the deterioration of air quality. Currently, the basic objects of attention are NOx and ultrafine PM due to airport-related emissions. Considered environmental problems are intensified in connection with increasing air traffic, rising tensions of airports expansion and growing cities closer and closer each other, and accordingly growing public concern with air quality around the airport. Aircraft are the dominant and special source of emission and air pollution at airports in most cases under consideration. So, to evaluate the aircraft contribution in LAQ assessment of the airports accurately, it is important to take in mind few features of the aircraft during their landing-takeoff cycle (LTO), which define emission and dispersion parameters of the considered source. The complex model PolEmiCa allows the calculation of the inventory and dispersion parameters of the aircraft engine emissions during the LTO cycles of the aircraft in the airport area. But a clear quantification of aircraft emission contribution to total air pollution is the actual task for development of cost-effective strategies to improve local air quality according to the vicinity of the airport, and to meet regulatory requirements.

This report describes in detail the computer code of the Airport Vicinity Air Pollution (AVAP) model and the variables required to exercise the model. The AVAP model is a computerizing comprehensive airport simulation model which can serve as a tool in evaluating the total air quality impact of all airport operations on the airport vicinity. The report focusses on the operational procedures and descriptions of the structure and function of the computer code. The structure, chain of command that links the subroutines, and the more important computational subroutines are illustrated in detailed flow diagrams. The basic formulas used in the calculations are presented. One section provides guidelines for preparation of the input data and can serve as a 'mini' instruction manual by itself. Procedures are described by which the airport and environ data can be collected and cast into the proper forms. The data deck formating, variable limits and omissions permitted, and the computer configuration required to run the code are discussed. Samples of input and output are included.

The first part of this report addresses the status of the AVAP (Airport Vicinity Air Pollution) model and AQAM (Air Quality Assessment Model) from the perspective of the modeling requirements of users concerned with air-quality problems in civilian and military aviation. Brief descriptions of the types of problems likely to be encountered is followed by a detailed discussion of those characteristics of the problems that determine the technical requirements for the applicable computation procedures or models. This is followed by a discussion of the operational or user requirements of the models. Then a review and evaluation of the AVAP model and AQAM is given that includes a discussion of their intended uses, strengths, and weaknesses. The methods used by the two models to treat various aspects of the emission and dispersion are compared, and the best methods are selected, or alternatives are recommended where appropriate. The latter portion of the report addresses the future needs. Because of the number of interrelated problems and decisions required to meet these needs, a systematic approach to the problem in the form of a 'decision tree' is presented. The final section contains an outline of a proposed new computational system that should alleviate at least some of the problems identified in earlier sections. Two objections were paramount in the new design: to make the model easier to use and to be able to implement the model on modern, small computers.
