Nous proposons des méthodes et des outils pour l'aide à la conception stratégique de réseaux de transports publics en milieu urbain. Un état de l'art des problèmes de synthèse de réseaux est suivi par la définition du problème de synthèse de réseaux de mobilité avec demande élastique (dépendante de la qualité de service) . Nous déclinons différentes modélisations et des extensions étudiées de manière exacte sur de modestes instances. Les métaheuristiques GRASP et Tabou permettent d'obtenir de bonnes solutions sur des instances plus grandes. Nous utilisons pour cela la "géodésique", une description particulière de circuit. La résolution est accélérée en introduisant une fonction objectif auxiliaire. Enfin, nous utilisons une méthode inspirée du schéma de Benders. En annexe, nous formalisons des schémas de conception de composants logiciels flexibles et performants avec la programmation générique. Nous présentons aussi le couplage par enrichissement, entre optimisation et simulation

Concevoir et planifier le renouvellement des réseaux de transport en milieu urbain s'avère aujourd'hui une tache particulièrement ardue, alors que ce renouvellement apparait comme un défi notamment pour les grandes agglomérations. La difficulté de la tache provient de la nature combinatoire et mal structurée du problème de la conception de réseau, mais aussi, de l'importance grandissante des facteurs territoriaux pour la gestion des systèmes urbains (rareté de l'espace, décentralisation, multitude des acteurs, etc.). Face à cette situation les méthodes et procédures habituelles de planification paraissent inadaptées, notamment à cause du peu d'importance qu'elles accordent, dans leur majorité, au caractère territorial des réseaux. Cette thèse s'attache à mettre en évidence, à travers un modèle général, l'unité conceptuelle des divers réseaux territoriaux techniques, et à spécifier par la suite les méthodes et les procédures à suivre pour renouveler la conception de réseau de transport urbain. A cet effet, deux systèmes interactifs d'aide à la décision (Siad) sont présentes (RETIS et ETER), conçus pour les opérations "autrement bus" de la RATP en banlieue parisienne. Ces outils interactifs graphiques sont analyses d'un double point de vue : leur efficacité opérationnelle dans un cas réel de conception de réseau et, leurs apports conceptuels pour le renouvellement des processus de conception de réseau.

The 2018 FAO-OIE-WHO (Tripartite) zoonoses guide, “Taking A Multisectoral, One Health Approach: A Tripartite Guide to Addressing Zoonotic Diseases in Countries” (2018 TZG) is being jointly developed to provide member countries with practical guidance on OH approaches to build national mechanisms for multisectoral coordination, communication, and collaboration to address zoonotic disease threats at the animal-human-environment interface. The 2018 TZG updates and expands on the guidance in the one previous jointly-developed, zoonoses-specific guidance document: the 2008 Tripartite “Zoonotic Diseases: A Guide to Establishing Collaboration between Animal and Human Health Sectors at the Country Level”, developed in WHO South-East Asia Region and Western Pacific Region. The 2018 TZG supports building by countries of the resilience and capacity to address emerging and endemic zoonotic diseases such as avian influenza, rabies, Ebola, and Rift Valley fever, as well as food-borne diseases and antimicrobial resistance, and to minimize their impacts on health, livelihoods, and economies. It additionally supports country efforts to implement WHO International Health Regulations (2005) and OIE international standards, to address gaps identified through external and internal health system evaluations, and to achieve targets of the Sustainable Development Goals. The 2018 TZG provides relevant country ministries and agencies with lessons learned and good practices identified from country-level experiences in taking OH approaches for preparedness, prevention, detection and response to zoonotic disease threats, and provides guidance on multisectoral communication, coordination, and collaboration. It informs on regional and country-level OH activities and relevant unisectoral and multisectoral tools available for countries to use.
