Resumen: Los problemas de asignación de personal y recursos se presentan de forma muy frecuente en empresas de productos y servicios, los costos asociados a este aspecto son de gran relevancia en el precio final que el consumidor debe erogar para poder acceder a ellos. Las organizaciones están interesadas en resolver este tipo de problemáticas debido a que con base en un planeamiento ordenado de los recursos disponibles podrán atender la demanda al menor costo y generando beneficios que garanticen la continuidad de la empresa. En este trabajo se presenta el problema de asignación de buses de servicio público, presentando en el estado de arte diferentes problemas conocidos y abordados cada uno en su particularidad. De igual forma se presentan los modelos matemáticos utilizados para resolver esta problemática, y las diferentes técnicas de solución. Luego se hace una breve descripción del estado del transporte público intermunicipal en Colombia, y se presenta una breve descripción de una empresa del sector que facilita los datos que permiten realizar una validación del modelo planteado. Finalmente se presentan un modelo, planteado de dos maneras distintas para facilitar su comprensión y desarrollo, que permite la solución del problema en particular tomado en el presente trabajo, y se presenta un caso de prueba para probar la validez del modelo.

The Measuring the Information Society Report, which has been published annually since 2009, features key ICT data and benchmarking tools to measure the information society, including the ICT Development Index (IDI). The IDI 2016 captures the level of ICT developments in 175 economies worldwide and compares progress made since the year 2014. The MISR 2016 assesses IDI findings at the regional level and highlights countries that rank at the top of the IDI and those that have improved their position in the overall IDI rankings most dynamically since 2014. It will also use the findings of the IDI to analyze trends and developments in the digital divide. The report will present 2015 prices for about 160 countries and provide a detailed analysis of mobile-cellular, fixed-broadband and mobile-broadband prices over the period 2008-2015. This paper develops a model based on Schumpeter's process of creative destruction. It departs from existing models of endogenous growth in emphasizing obsolescence of old technologies induced by the accumulation of knowledge and the resulting process or industrial innovations. This has both positive and normative implications for growth. In positive terms, the prospect of a high level of research in the future can deter research today by threatening the fruits of that research with rapid obsolescence. In normative terms, obsolescence creates a negative externality from innovations, and hence a tendency for laissez-faire economies to generate too many innovations, i.e too much growth. This "business-stealing" effect is partly compensated by the fact that innovations tend to be too small under laissez-faire. The model possesses a unique balanced growth equilibrium in which the log of GNP follows a random walk with drift. The size of the drift is the average growth rate of the economy and it is endogenous to the model ; in particular it depends on the size and likelihood of innovations resulting from research and also on the degree of market power available to an innovator.
