This volume will help the reader understand fundamental strengths and weaknesses in America's military forces, thereby leading to a comprehension of what genuine military reform is, and is not, and what remains to be done. Ideas will be presented to compare genuine reform to cosmetic dabbling, which fundamentally improves nothing and which sometimes arrives as ill-conceived fads that promise only to burden US combat forces to the point of mental and physical immobility. The work will trace the history of various attempts to impose military reform on American armed forces, especially from Congress, starting during the American Revolution and Continental Congress up through the present day. Particular focus will be placed on the effort of a small group in Congress and the Pentagon in the 1980s (who coined the term military reform in the modern context). Emphasis will be on the reforms these actors advocated, variously successful and unsuccessful, to fundamentally alter how the Department of Defense designs and buys hardware and how our armed forces fight. The book will use Operations Desert Storm and Iraqi Freedom (and the subsequent insurgency in Iraq) to demonstrate what has been reformed in US armed forces and the Department of Defense, and what has not.

China's People's Liberation Army (PLA) has embarked on its most wide-ranging and ambitious restructuring since 1949, including major changes to most of its key organizations. This study discusses the process of military reform in Indonesia after the fall of Suharto?s New Order regime in 1998. The extent of Indonesia?s progress in this area has been the subject of heated debate, both in Indonesia and in Western capitals. Human rights organizations and critical academics, on the one hand, have argued that the reforms implemented so far have been largely superficial, and that Indonesia?s armed forces remain a highly problematic institution. Foreign proponents of military assistance to Indonesia, on the other hand, have asserted that the military has undergone radical change, as evidenced by its complete extraction from political institutions. This study evaluates the state of military reform eight years after the end of authoritarian rule, pointing to both significant achievements and serious shortcomings. Although the armed forces in the new democratic polity no longer function as the backbone of a powerful centralist regime and have lost many of their previous privileges, the military has been able to protect its core institutional interests by successfully fending off demands to reform the territorial command structure. As the military?s primary source of political influence and off-budget revenue, the persistence of the territorial system has ensured that the Indonesian armed forces have not been fully subordinated to democratic civilian control. This ambiguous transition outcome so far poses difficult challenges to domestic and foreign policymakers, who have to find ways of effectively engaging with the military to drive the reform process forward.This is the twenty-third publication in Policy Studies, a peer-reviewed East-West Center Washington series that presents scholarly analysis of key contemporary domestic and international political, economic, and strategic issues affecting Asia in a policy relevant manner.

The post-Cold War era has witnessed a dramatic transformation in the German political consensus about the legitimacy of the use of force. However, in comparison with its EU and NATO partners, Germany has been reticent to transform its military to meet the challenges of the contemporary security environment. Until 2003 territorial defence rather than crisis-management remained the armed forces' core role and the Bundeswehr continues to retain conscription. The book argues that 'strategic culture' provides only a partial explanation of German military reform. It demonstrates how domestic material factors were of crucial importance in shaping the pace and outcome of reform, despite the impact of 'international structure' and adaptational pressures from the EU and NATO. The domestic politics of base closures, ramifications for social policy, financial restrictions consequent upon German unification and commitment to EMU's Stability and Growth Pact were critical in determining the outcome of reform. The study also draws out the important role of policy leaders in the political management of reform as entrepreneurs, brokers or veto players, shifting the focus in German leadership studies away from a preoccupation with the Chancellor to the role of ministerial and administrative leadership within the core executive. Finally, the book contributes to our understanding of the Europeanization of the German political system, arguing that policy leaders played a key role in 'uploading' and 'downloading' processes to and from the EU and that Defence Ministers used 'Atlanticization' and 'Europeanization' in the interests of their domestic political agendas.

Military pension policies are as old as the republic itself and reside at the intersection of American social, economic, and defense policy. But as the nation’s social and economic circumstances underwent dramatic changes over the last half century, military pension policy remained static, stuck in the personnel and retirement model of the industrial age. This book examines why. Integrating policy history, theory, and practice, Twenty Years of Service provides the most comprehensive examination of US military pension policy in a generation. Brandon J.
