In response to the Water Resources Development Act of 1974, the Baltimore District of the U.S. Army Corps of Engineers conducted a comprehensive water supply analysis of the Metropolitan Washington Area (MWA). Severe water supply shortages had been forecast for the MWA and the study was undertaken to identify and evaluate alternative methods of alleviating future deficits. Initiated in 1976, the study was conducted in two phases over a 7-year period. The first, or early action phase, examined the most immediate water supply problems and proposed solutions that could be implemented locally. The second or long range phase included an analysis of the full spectrum of structural and nonstructural water supply alternatives. In addition to such traditional water supply alternatives as upstream reservoir storage, groundwater and conservation, the study also considered such innovative measures as wastewater reuse, raw and finished water interconnections between the major suppliers, the use of the upper Potomac Estuary, reregulation and water pricing. A key tool in the study was the development and use of a basin-specific model that was used to simulate the operation of all the MWA water supply systems and sources under various drought scenarios. As the study progressed. local interests used the technical findings of the Corps' study to make great strides toward a regional solution to their water supply problems.
