Test planning, rehearsal, and distributed test events for Future Combat System (FCS) require rapid generation of high-fidelity synthetic environments. These environments consist of high resolution synthetic scenes of test and training images, which use high and low resolution digital terrain surface models, 2-D and 3-D smiace objects and other geospatial data to replicate site conditions. The largest component of developing synthetic 3-D scenes is the commercially available Interferometric Synthetic Aperture Radar (IFSAR) and Light Detection And Ranging (LIDAR) data collected from airborne platforms. These industries are seeing rapid growth in data availability, and numbers and types of sensors, but the commercially available software based to process these types of data to provide high resolution, high accuracy topographic products is limited in its ability to process and produce data quickly and accurately for FCS. This work assessed the fidelity and quality of the commercial digital surface model (DSM) and digital terrain model (DTM) from Intermap; developed algorithms based on automated feature extraction (AFE) for LIDAR data that can be applied to processing IFSAR data (to perform foliage/vegetation removal and building/structure filtering while maintaining accurate terrain profile), and assessed improvements in consfliicn.ng DSM/DTM using the ComputationalConsulting Services (CCS)-developed methods.

The Chief of Engineers has designated the Engineer Studies Center (ESC) as the Center of Engineering Modeling for the US Army Corps of Engineers (USACE) and the USACE point of contact for the Army Model Improvement Program (AMIP). Part of the research supporting the EMIP Plan addressed the availability of the digital terrain data (DTD) needed by models to adequately represent the influence of terrain on the outcome of the battle. This report identifies requirements for DTD in models at each level in the hierarchy of Army models. Three specific models (CASTFOREM, VIC, and FORCEM) were examined to determine how they use terrain data and to assess the availability of the DTD required by the models. However, the DTD issues facing the Army extend far beyond the modeling community. ESC hopes that this analysis will contribute to finding a solution to the Army's pressing needs for DTD, not only to support modeling, but more importantly to support the new generations of weapons and command and control systems that require DTD to function. There are few tools available for military and civilian simulation developers to quickly and efficiently develop high-fidelity digital environments capable of supporting high-resolution, agent-based simulation. In this work, the author has tried to lay a solid foundation for further understanding the digital terrain support available to simulation developers. This thesis explores numerous digital terrain data representations and tools available to create digital environments. The work explores the specific problem of terrain database generation for agent-based ground combat simulation. To accomplish this, the author explores the more general problem of where to find the data, what tools are available, and how to put the pieces together to create a registered digital environment on a state-of-the-art computer. The author envisions this methodology to be the first step in the design of an automated planning tool capable of importing real world digital terrain data and quickly generating agent-based military combat scenarios for any location on earth. This work provides a logical construct and design methodology for an analyst to create high fidelity terrain data sets. It functions as a "how to" manual to help analysts understand which information and tools are available to use for different types of simulation projects.
