Meteorological and climate data are indeed essential both in day-to-day energy management and for the definition of production and distribution infrastructures. For instance, the supply of electricity to users can be disturbed by extreme meteorological events such as thunderstorms with unusually strong winds, severe icing, severe cold spells, sea level elevation associated with storm surges, floods ... To be protected against such events, it is not sufficient to act after they have taken place. It is necessary to identify their potential impacts precisely and assess the probability of their occurrence. This book shows that this can only be done through an enhanced dialogue between the energy community and the climate and meteorology community. This implies an in-depth dialogue between actors to define precisely what kind of data is needed and how it should be used. Météo-France has been in long-term cooperation with the energy sector, including the fields of electricity production and distribution. Energy security politics has direct impact on the continued survival of human life as we know it, and the earth cannot survive if we continue consuming fossil energy at current rates. The low carbon transition is simply not happening fast enough, and change is unlikely without a radical change in how we approach energy security. But thinking on energy security has failed to keep up with these changing realities. Energy security is primarily considered to be about the availability of reliable and affordable energy supplies - having enough energy - and it remains closely linked to national security. The Energy Security Paradox looks at contemporary energy security politics in the United States and China: the top two energy consumers and producers. Based on in-depth empirical analysis, it demonstrates that current energy security practices actually lead to a security paradox: they produce insecurity. To illustrate this, it develops the 'energy security paradox' as a framework for understanding the interconnected insecurities produced by current practices. The second paper in the Atlantic Council Strategy Paper series, A US Strategy for Sustainable Energy Security, advocates energy policies which focus on preventing the catastrophic consequences of climate change by accelerating the modernization of its energy sector without creating major disruptions to the American lifestyle. The three-pillar strategy’s first pillar builds upon the United States’ unparalleled richness in both human and natural potential. At the center of this pillar is the accelerated decarbonization of the US economy, based primarily on a well-calibrated and progressively increasing carbon fee. The second pillar ensures that the United States leads on global climate action and addresses the energy insecurity of key allies. Sustained US leadership is essential to uphold and bolster an international consensus and action on climate change post-Paris COP21, and to prevent countries from turning back. Excessive dependence on external energy supplies from a single source may endanger the ability of allies to conduct an independent foreign policy that is both in their national and in the allied interest. Therefore, the United States must strive to do everything in its capacity to assist allies and partners in the quest to improve their energy security. The third pillar pushes for energy liberalization to enable better functioning domestic and global markets and aims to build a functioning international energy governance system. The United States should work toward a global web of networks, alliances, and instruments to promote transparent and efficient energy markets and effective climate action. This strategy may seem ambitious in light of the political realities in the United States today. Yet, as support for climate action and energy sector modernization in the American electorate grows, and associated costs of action shrink at the back of economies of scale and technological development, there is an emerging political space that allows for bold, bipartisan policies. This paper investigates the connection between climate change and energy security in Europe and provides empirical evidence that these issues are the two faces of the same coin. Using a panel of 39 countries in Europe over the period 1980–2019, the empirical analysis presented in this paper indicates that increasing the share of nuclear, renewables, and other non-hydrocarbon energy and improving energy efficiency could lead to a significant reduction in carbon emissions and improve energy security throughout Europe. Accordingly, policies and reforms aimed at shifting away from hydrocarbons and increasing energy efficiency in distribution and consumption are key to mitigating climate change, reducing energy dependence, and minimizing exposure to energy price volatility.
