"Sustainable development" quickly became the universal goal for environmentalists in the 1990s, motivated by the 1988 Brundtland Report and the 1992 Earth Summit in Rio. When the time came to bring theory into reality, sustainable development revealed far more complexity than first anticipated. To attain sustainable development in the full sense of the phrase"meeting present needs without compromising the resources needed for future societies"environmental and social concerns would need a constant presence in all major economic decisions. The Cornerstone of Development: Balancing Environmental, Social, and Economic Imperatives profiles many of the first attempts to implement sustainable development initiatives worldwide. The model: Canada's experience with "multistakeholder" decision-making. Under the guidance of Canada's National Task Force on Environment and Economy, nationwide and provincial round tables brought government officials together with corporate officers to formulate sustainable development guidelines. Authorized by the Canadian government to serve as an "Agenda 21 organization," the International Development Research Centre (IDRC) subsequently researched the feasibility of adapting the multistakeholder approach to the needs and practices of developing countries. The results are in these pages: valuable case histories from Africa, Latin America, Asia and Canada, each recounting the risks and benefits from integrating environmental, social and economic policies. When IDRC members were asked for ways to address environmental sustainability, they had few examples to follow"and little evidence that such endeavors could be fulfilled. A fascinating historical examination of the Santiago Metro system as a microcosm of Chilean national identity during the twentieth century The Santiago Metro, the largest urban infrastructure project in Chile’s history, was designed in the 1960s in response to rapid urban growth. Despite the upheavals of Salvador Allende’s democratic socialism (1970–1973) and Augusto Pinochet’s military dictatorship (1973–1990), the project survived and is now the largest metro system in South America. What explains its success? How did its meaning shift under democracy and dictatorship? What does its history reveal about struggles for a more just city? Drawing on Chilean and French archives, Andra B. Chastain demonstrates that Chilean-French relations and French financing were crucial to the project’s survival during the Cold War. The Metro’s history also illuminates the contested process of implementing neoliberalism and the unexpected continuities of state planning and visions for a rational city that persisted despite free-market reforms. Most important, this story shows that the Metro came to symbolize the nation and became a critical site where planners, workers, and urban residents contested Chile’s path to modernity.

Shifting States in Global Markets contributes to the debates over the political economy of globalization by focusing attention on the increasingly important role of subnational governments in implementing economic policies. Challenging the view that the effects of decentralization are positive or negative uniformly and can be explained by reference to the influence of national political institutions, Alfred Montero uses his comparisons of industrial policy in Brazil and Spain, and between different regions in these countries, to argue that we need to pay attention to political conditions at the subnational level to account for the variation in economic success between regions. Two crucial conditions are emphasized in Montero's analysis: how much competition there is among political elites within any region, and how much competition there is between regions for scarce fiscal resources. Lower competition among elites leads to subnational governments delegating more autonomy to public agencies to develop ties with private businesses favoring allocative efficiency and innovation; higher competition between regions provides incentives for political leaders to support involvement in economic development efforts by a greater variety of public agencies, whose cooperation and mutual trust over time create the conditions for long-term success in these efforts. This analysis gives us a much more nuanced understanding of how countries are experiencing the challenges of globalization today.

As a formal occupation, public relations grew primarily in the United States through much of the twentieth century. In recent years, however, it has spread rapidly throughout the world. Broad outlines on how public relations practices differ from country to country have only recently begun to take shape in scholarly writing about the field. The existing literature on international public relations tends to focus on how those working for western organizations --particularly multi-national corporations--can best practice abroad. Although useful, such writings tend to focus on adaptation of western approaches, not on development of new ones designed specifically for varied sociocultural settings around the world. The editors have produced this book for a number of reasons. There has been tremendous growth in the teaching of public relations around the world--enhancing practice in many countries outside North America. There has also been rapid growth in the number of professors who demand theoretical perspectives which might facilitate a unified comparative analysis across countries and regions. Only a few U.S. universities--six documented in this book--now teach courses formerly called "International Public Relations." However, many professors are going abroad to teach and do research. This suggests increased interest in and a need for courses dealing with international public relations. Furthermore, there is a dearth of literature dealing in depth with international PR, an important component of international communication. This appears to be the first book-length comparative analysis of public relations as practiced in various countries and regions around the world. Although existing books on international PR focus largely on ways in which western practitioners, employers, and clients can operate effectively in other countries, this volume views public relations in each country or region covered from the perspective of practitioners in that country. It contains six chapters designed to provide a theoretical anchor for the 14 country and region analyses. Given the intense interest in public relations education as a factor in professional enhancement, it also discusses issues and practices relating to education.
