SDS are also among the most vulnerable countries to the impact of climate change and natural disasters. Meeting SDS sustainable development goals goes hand-in-hand with building their climate resilience. But the additional costs to meet development and resilience objectives are substantial and difficult to finance. This work adapts the IMF SDG Costing methodology to capture the unique characteristics and challenges of climate-vulnerable SDS. It also zooms into financing options, estimating domestic tax potential and discussing the possibility of accessing ‘climate funds.’

While significant attention has been devoted to achieving Sustainable Development Goal 13 (SDG 13) and scaling up climate finance for developing countries, the adverse impacts of funded projects on local communities remains inadequately explored by both academics and policymakers. Mobilizing climate finance on an unprecedented scale is undeniably vital for the success of developing countries’ climate policies. However, these initiatives often give rise to adverse consequences for individuals in these countries, leading to displacements, exacerbating food insecurity, or even triggering conflicts over resources. This book examines the extent to which the climate funds established for achieving SDG 13 are adequate for addressing climate change impacts in developing countries. Yet, its analysis transcends the mere evaluation of the sufficiency or efficacy of these efforts found in much of the existing literature. The 2012 UNEP Foresight Process on Emerging Global Environmental Issues primarily identified emerging environmental issues and possible solutions on a global scale and perspective. In 2013, UNEP carried out a similar exercise to identify priority emerging environmental issues that are of concern to the Small Island Developing States (SIDS). The social and economic emerging issues were also identified using the same set of criteria. At the core of the process was a SIDS Foresight Panel consisting of 11 SIDS experts (for the UNEP Panel) and 12 experts (for the UN DESA Panel) from the three SIDS regions, representing the global SIDS community and a wide range of disciplines. The process was designed to open the discussion on emerging environmental issues to a broad range of views both from the Foresight Panel and a wider community of relevant experts from across the globe. Through the Foresight Process, separate lists of 20 environmental and 15 socioeconomic emerging issues were identified and discussed in this report.

This paper uses a novel macroeconomic framework to identify policy and financing options to help Rwanda achieve its sustainable development goals (SDGs). Under current policies, Rwanda would meet its SDGs right after 2050. Active policies that combine fiscal reforms and higher private sector participation could fulfill more than one third of Rwanda’s post-pandemic SDG financing gap, enabling the country to meet its SDG targets by 2040. For Rwanda to meet its SDGs by 2030, active policies would need to be complemented with about 133⁄4 percentage points of GDP in additional resources annually until then.
