The United States Special Operations Command (USSOCOM) has identified a need for standardized measures to quantify mission-related performance when conducting research in the Special Operations community. Based on operator input, five measures of physical performance were selected to be evaluated. The five tests are 1) maximal handgrip strength and endurance, 2) maximal number of pull-ups, 3) maximal number of repetitions during a timed step test, 4) manual dexterity, and 5) shooting skills. Measures 1-4 were evaluated during various training scenarios: winter and land warfare, high speed boat and Sea, Air, Land (SEAL) Delivery Vehicle (SDV) operations, and parachuting. The shooting skills test is currently being evaluated. A total of 30 operators volunteered to participate. Baseline measurements were established on all operators. Post-operation measurements were compared to baseline to quantify changes in performance.

"The purpose of this monograph is to examine whether the measures of effectiveness used in Special Forces officer education venues are sufficient to address the operational requirements over a career in a holistic manner. Past education evaluations approach measurements in an isolated manner and are limited temporally. The educational experiences of the officer over a career have many lasting aspects that should be evaluated in context if approached in a holistic fashion and, in great part, should be in the same lines as operational requirements. In order to recognize these aspects in relation to the changing nature of requirements, an education base that is even broader than what is provided today may provide additional avenues of approach to both the requirements and relevant measures of evaluation. Consequently, since it is unrealistic to expect students to be any better than their educators, education professionals need to be grown from within the Special Forces community to serve as 'educational artists' linking the strategic education requirements of the future with the tactical implementation of Special Forces officers. The methodology of this paper is to examine the context of Special Forces officer education through its brief history and consider how its effectiveness is managed. Typical measures of effectiveness are considered demonstrating common limitations use. This examination is relevant due to the nature of current and near-term threats which may involve continually changing conflicts that actually exceed the time period of an officer's career. Broadening Special Forces officer education to include greater exposure to more disciplines would create better cognitive freedom for plans and operations. Similarly, measures of effectiveness that are structured to tie aspects of events back to educational experiences in the context of the officer's career can better provide the insight necessary to keep Special Forces education relevant, effective, and efficient."--Abstract.

In 2010, U.S. special operations forces (SOF) in Afghanistan began a new and innovative program to fight the Taliban insurgency using the movement's structure and strategy against it. The Village Stability Operations/Afghan Local Police initiative consisted of U.S. Army Special Forces and U.S. Navy SEAL teams embedding with villagers to fight the Taliban holistically. By enlisting Afghans in their own defense, organizing the local populace, and addressing their grievances with the Afghan government, SOF was able to defeat the Taliban’s military as well as its political arm. Combining the traditions of U.S. Army Special Forces with the lessons learned in the broader SOF community from years of counterinsurgency work in Iraq and Afghanistan, this new approach fundamentally changed the terms of the conflict with the Taliban. In fiscal year 2022, the command made about $79.6 million available for program activities and maintained over 800 service providers across 32 locations worldwide to care for special operations forces and their families. However, since January 2016, the command has not completed a program evaluation demonstrating program performance and effectiveness. GAO evaluated the extent to which the command has 1) identified program performance goals and measures and 2) collected and analyzed data to determine how well the program is achieving desired outcomes. GAO is making three recommendations, including that the command establish specific and measurable performance goals, establish performance measures that are linked to strategic goals and are clearly stated, and develop a detailed program evaluation plan to support annual program reports.
