Detailed analyses of poverty and wellbeing in developing countries, based on household surveys, have been ongoing for more than three decades. The large majority of developing countries now regularly conduct a variety of household surveys, and the information base in developing countries with respect to poverty and wellbeing has improved dramatically. Nevertheless, appropriate measurement of poverty remains complex and controversial. This is particularly true in developing countries where (i) the stakes with respect to poverty reduction are high; (ii) the determinants of living standards are often volatile; and (iii) related information bases, while much improved, are often characterized by significant non-sample error. It also remains, to a surprisingly high degree, an activity undertaken by technical assistance personnel and consultants based in developed countries. This book seeks to enhance the transparency, replicability, and comparability of existing practice. In so doing, it also aims to significantly lower the barriers to entry to the conduct of rigorous poverty measurement and increase the participation of analysts from developing countries in their own poverty assessments. The book focuses on two domains: the measurement of absolute consumption poverty and a first order dominance approach to multidimensional welfare analysis. In each domain, it provides a series of flexible computer codes designed to facilitate analysis by allowing the analyst to start from a flexible and known base. The book volume covers the theoretical grounding for the code streams provided, a chapter on 'estimation in practice', a series of 11 case studies where the code streams are operationalized, as well as a synthesis, an extension to inequality, and a look forward.

Issues of data availability and incomparability in the measurement of household consumption arise frequently when measuring poverty trends over time. Yet, understanding these trends is key to guide national and international policy makers in their poverty reduction efforts. This paper aims to estimate a long-run poverty trend for Nigeria, a country whose poverty trends are crucial for regional and global estimates. In 2020, the Nigerian National Bureau of Statistics released the first official poverty estimates for Nigeria in almost a decade, calculated using the 2018/19 Nigerian Living Standards Survey. Yet the official poverty estimates from the 2018/19 Nigerian Living Standards Survey cannot technically be compared with those from the 2009/10 Harmonized Nigerian Living Standards Survey-the previous official household consumption survey-given key differences in the way household consumption was measured and concerns around data quality in the 2009/10 survey. To address this challenge, this paper uses two distinct methodologies to construct a poverty trend for Nigeria in the decade before the COVID-19 crisis. First, it uses sector-level gross domestic product growth rates combined with micro-data from the 2018/19 Nigerian Living Standards Survey to "backcast" poverty rates back to 2009. Second, it uses survey-to-survey imputation methods and data collected throughout the decade through the General Household Survey panel. Despite their very different foundations, these two approaches produce very similar results, suggesting that there was a small reduction in poverty at the beginning of the decade, followed by a period of stagnation or even a slight uptick in poverty following the 2016 economic recession. The paper estimates a poverty rate of between 42.2 and 46.3 percent in 2009, translating into a reduction in the poverty headcount rate of between 3 and 7 percentage points between 2009 and 2018/19.

One of the critical concerns in Nigeria is how to alleviate poverty in the country. The general prevalence of poverty in Nigeria is paradoxical because the country is one of the biggest oil-producing countries in the world. A 1999 World Bank report for instance showed that some 70 per cent of the population lives below the bread line - usually considered as living on less than US$1.00 a day. This raises a number of very important questions: What are really responsible for the wide prevalence of poverty in Nigeria in the midst of plenty? How is poverty manifested in the country? What alleviation strategies are in place? How effective are they? And what are the implications of all these for the country's democracy project, political stability, nation-building and development discourse? Contributors to this volume address these questions and provide insights into some of the central issues in the discussion of poverty, including how the poor themselves struggle to cope or adapt to their condition. Using multidisciplinary perspectives, the contributors critique the current alleviation strategies and recommend more viable and better- targeted approaches that will sharply reduce the incidence of poverty in Nigeria. _____________________________________________ * Mustapha C. He is currently the Editor-in-Chief of Bayero University's Journal of interdisciplinary Studies. *Dr. Habu Mohammed holds a PhD in Political Science from Bayero University, Kano, Nigeria. He is currently a senior lecturer in the Department of Political Science, Bayero University, Kano-Nigeria. He has published widely in the areas of political economy, political development, peace studies, human rights, civil society and democratization. He is a co-editor of Readings in Social Science Research (2006) and editor of Concepts and Issues in Peace Studies and Conflict Resolution (2005). He was also a Fulbright Fellow at the Programme of African Studies (PAS), Northwestern University, Illinois, U.S.A. * Professor Ibrahim Ahmed Kiyawa did his undergraduate studies at the University of Bradford in the United Kingdom and a doctorate degree in Development Economics, from Maxwell School, Syracuse University, New York, USA. Professor Kiyawa was a Dean of the Faculty of Social and Management Sciences, Bayero University, Kano-Nigeria for a long time, and Head of the Department of Economics, which he founded in 1976. Professor Kiyawa has over 30 years of teaching and research experience. This study focused on measuring poverty with demographic variables in crude oil and gas polluted crop farms in Rivers State Nigeria. A total of 296 questionnaires were used for analysis. The results showed that extent of poverty (P0) on age of household heads was highest in crude oil polluted crop farms (64.20%) as compared to 53% in non-polluted and 57.80% in all crop farms surveyed. The P0 ratio on gender of household heads indicated that more male headed households were poor (72.20%) in the crude oil polluted crop farms as against 55.30% in non-polluted and 55.80% in all crop farms surveyed. The P0 measure on marital status of household heads in crude oil polluted crop farms was higher (69.10%) as compared to 49.8% in non-polluted and 59.60% in all crop farms surveyed. In conclusion, there was higher level of poverty experienced among crop farmers in crude oil and gas polluted areas in Rivers State, Nigeria.
