Excerpt from Address of His Honor George Lewis, Mayor, to the City Council of Roxbury: Delivered Before the Two Branches in Convention January 7, 1867 I trust that each coming year will witness the building of sewers, until the whole city is properly drained. We have now expended nearly on our sewers, and no better investment has been or could be made. The policy of constructing sewers, whenever a majority of the real estate owners on any street desire the same and an outlet exists, I consider as being equitable, and suggest that we adhere to like action in the future. Through the use of sewers, the sanitary condition of those sections of the city where the same are laid is greatly improved; and a more general introduction of these will not only promote cleanliness and health, but advance the comfort and convenience of our people.
