The North Carolina General Assembly acknowledged its importance by passing state parks system legislation that includes planning requirements. The 1987 State Parks Act (g.s.114 through 114 stipulates that a State Parks System Plan be prepared. Such a plan was completed in December of 1988. It evaluated the statewide significance of parks, identified duplications and deficiencies in the system, described the resources of the system, preposed solutions to problems, described anticipated trends, and recommended means and methods to accommodate trends. Excerpt from Crowder's Mountain State Park Master Plan The primary objective in preparing a master plan for Crowder's Mountain State Park is to provide a development plan and program compatible with the nature of the site. It is essential that the plan be unified physically and in such a way that ad ministrative services and operations can be provided efficiently. In addition, the master plan speaks to the optimum carry ing capacity of the site for all of its proposed activities and facilities with respect to the maintenance of the desired park character. It remains a flexible plan inasmuch as development need not reach its final phase if follow-up analysis indicates expansion is undesirable. Development is contingent upon the availability of funding and the establishment of biennial state wide priorities. A review of the impact of site development and visitor use should be conducted after each development phase, insuring long-range protection of the natural resource. Excerpt from Master Plan, Raven Rock State Park The rock formation was originally named Patterson's Rock in the seventeen forties after its alleged discoverer, Gilbert Patterson. Patterson, a farmer from Buies Creek, was returning from a hunting expedition in the Deep River area in Lee County when his canoe capsized, and was washed ashore. With one leg broken, he managed to crawl to a shelter at the point now called Raven Rock. For more than a hundred years thereafter the area was known as Patterson's Rock. It was not until 1854, when the Cape Fear and Deep River Navigation Company began building locks and dams on the Deep River, that Patterson's Rock became known as Raven Rock.
