Since the creation of the National Cooperative Educational Statistics System in 1988, states have joined with the National Center for Education Statistics to produce and maintain comparable and uniform education statistics. Through the National Forum on Education Statistics, states have met to develop and propose a set of basic data elements for voluntary use. Using these data elements will provide more comparable and reliable education information for any educational system adopting the common terminology. The basic data elements will not meet every education information purpose, but a set of basic data elements should help answer the most frequently asked questions about the administration, status, quality, operation, and performance of schools and school systems. This report presents a process for selecting and including new data elements in an information system and the student and staff elements that can be used to create information for conducting the day-to-day administration of schools and school districts; completing federal and state reports, and creating indicators that address questions about the success and functioning of education systems. The basic data elements selected for student information systems are grouped into categories of: (1) personal information; (2) enrollment; (3) school participation and activities; (4) assessment; (5) transportation; (6) health conditions, special program participation, and student support services; and (7) discipline. Similar elements defined for staff information systems include personal information, educational background, qualification information, current employment, assignments, and information on career development and separation from employment. An appendix contains discussions of policy questions, indicators, and basic data elements. (SLD)

It outlines the strategic direction East Asia s energy sector must take to meet its growing energy demand in an environmentally sustainable manner, and presents a pathway of policy frameworks and financing mechanisms to get there. The six East Asian countries China, Indonesia, Malaysia, the Philippines, Thailand, and Vietnam examined in this book could, with the right policies and financing, stabilize CO2 emissions by 2025, improve their local environment, and enhance energy security without compromising economic growth. They must move their energy sectors toward much higher efficiency and more widespread use of low-carbon technologies, while obtaining substantial financing and low-carbon technologies from developed countries. This clean energy revolution requires major policy and institutional reforms, including energy pricing reforms, regulations such as energy efficiency standards, financial incentives such as feed-in tariffs for renewable energy, and accelerated research and development. Finally, building low-carbon cities will be key to containing the rapid urban energy growth through compact urban design, public transport, clean vehicles, and green buildings. The window of opportunity is closing fast delaying action would lock the region into a longlasting high-carbon infrastructure. The technical and policy means exist for such transformational changes, but only strong political will and unprecedented international cooperation will make them happen.

Key question: What do we have to do to make India a prosperous country by 2047, when we will celebrate 100 years of political independence? That's only 25 years away. The aim of this review was to provide an evidence base for policy development on vocational rehabilitation - defined as whatever helps someone with a health problem to stay at, return to and remain at work. The focus was on adults of working age, the common health problems that account for two-thirds of long-term sickness (mild/moderate musculoskeletal, mental health and cardio-respiratory conditions) and work outcomes (staying at, returning to and remaining in work). Data from some 450 scientific reviews and reports were included in evidence tables. The review demonstrates that there is a strong scientific evidence base for many aspects of vocational rehabilitation, a good business case for it and more evidence on cost-benefits than for many health and social policy areas. Generic and condition-specific findings are reported, and practical suggestions offered for the differing types of people affected by health problems. Vocational rehabilitation should be a fundamental element of government strategy to improve the health of working age people.
