John M. Collins presents the first comprehensive history of martial law in the early modern period. He argues that rather than being a state of exception from law, martial law was understood and practiced as one of the King's laws. Further, it was a vital component of both England's domestic and imperial legal order. It was used to quell rebellions during the Reformation, to subdue Ireland, to regulate English plantations like Jamestown, to punish spies and traitors in the English Civil War, and to build forts on Jamaica. Through outlining the history of martial law, Collins reinterprets English legal culture as dynamic, politicized, and creative, where jurists were inspired by past practices to generate new law rather than being restrained by it. This work asks that legal history once again be re-integrated into the cultural and political histories of early modern England and its empire.

In Securing Paradise, Vernadette Vicuña Gonzalez shows how tourism and militarism have functioned together in Hawai`i and the Philippines, jointly empowering the United States to assert its geostrategic and economic interests in the Pacific. She does so by interpreting fiction, closely examining colonial and military construction projects, and delving into present-day tourist practices, spaces, and narratives. For instance, in both Hawai`i and the Philippines, U.S. military modes of mobility, control, and surveillance enable scenic tourist byways. Past and present U.S. military posts, such as the Clark and Subic Bases and the Pearl Harbor complex, have been reincarnated as destinations for tourists interested in World War II. The history of the U.S. military is foundational to tourist itineraries and imaginations in such sites. At the same time, U.S. military dominance is reinforced by the logics and practices of mobility and consumption underlying modern tourism. Working in tandem, militarism and tourism produce gendered structures of feeling and formations of knowledge. These become routinized into everyday life in Hawai`i and the Philippines, inculcating U.S. imperialism in the Pacific.

At the start of the Civil War, Dr. William McPheeters was a distinguished physician in St. Louis, conducting unprecedented public-health research, forging new medical standards, and organizing the state's first professional associations. But Missouri was a volatile border state. Under martial law, Union authorities kept close watch on known Confederate sympathizers. McPheeters was followed, arrested, threatened, and finally, in 1862, given an ultimatum: sign an oath of allegiance to the Union or go to federal prison. McPheeters "acted from principle" instead, fleeing by night to Confederate territory. He served as a surgeon under Gen. Sterling Price and his Missouri forces west of the Mississippi River, treating soldiers' diseases, malnutrition, and terrible battle wounds. From almost the moment of his departure, the doctor kept a diary. It was a pocket-size notebook which he made by folding sheets of pale blue writing paper in half and in which he wrote in miniature with his steel pen. It is the first known daily account by a Confederate medical officer in the Trans-Mississippi Department. It also tells his wife's story, which included harassment by Federal military officials, imprisonment in St. Louis, and banishment from Missouri with the couple's two small children. The journal appears here in its complete and original form, exactly as the doctor first wrote it, with the addition of the editors' full annotation and vivid introductions to each section.

Indian wars, martial law, and bitter political disputes, as well as the establishment of a new, sound governmental system, characterized Isaac I. Stevens's years as governor (1853-1857). Richards's definitive biography is one of the essential works on the history of early Washington, as well as northern Idaho and western Montana. An 1839 West Point graduate, Stevens pursued an exciting and useful career for his country. He was as much at ease on horseback in the wilderness as he was in government halls at the nation's capitol. With the possible exception of the Flathead Council, Richards counters the popular misconception that Stevens acted with haste in forcing treaties on regional tribes, thus precipitating the hostilities in 1855. In addition to serving as Washington's territorial governor, superintendent of Indian affairs, and, eventually, delegate to the U.S. Congress, Stevens also distinguished himself in the Mexican War, the Coast Survey, and as head of the Northern Pacific transcontinental railroad survey.
