Our naval and military leadership has determined that regional conflict will replace the Soviet Union as the threat facing the global stability in the next century. To meet the challenges of regional stability will require a new maritime strategy which must be successful across the spectrum of conflict and geography. It must also reflect the defense policy of deterrence, crisis response, forward presence and force reconstitution. Naval forces, the linchpin in any future strategy, must develop a regional maritime strategy with global application. This book analyzes the development of the Asia-Pacific rebalance and its possible effects on United States naval strategy over the next several decades. The goal is to develop a better understanding of the Asian rebalance in order to improve future strategic choices governing the employment of the United States Navy in Asia. It argues that the Asia-Pacific rebalance and its effects continue to emphasize the importance of the U.S. Navy due to the increasing importance of U.S. economic, political and security interests regionally. In conjunction with increasing regional threats from China and North Korea, as well as non-traditional threats such as climate change or terrorism, the importance of U.S. naval presence and its interaction regionally will continue to be pivotal to future U.S. policy in the region. To accomplish this analysis it is necessary to describe the development of modern U.S. naval strategy, the historic involvement and role of the United States Navy in the Asia-Pacific and what the Navy has done substantively to integrate with the new strategy and how current policy choices can affect future U.S. naval objectives. Examining several different future scenarios and U.S. security policy goals in the Asia-Pacific, it will briefly look at costs and benefits of each situation with specific focus on the naval missions of conventional deterrence and the prevention of regional conflict as well as its impact on regional confidence building measures and the Navy's ability to assist in humanitarian disaster-relief operations. It concludes that the United States Navy can continue to adapt to the desired policy goals as set forth by the Asia-Pacific rebalance. It can achieve success through an increased prioritization of resources to the Asia-Pacific, increased political sustainability of U.S. naval forward presence in the region, and to develop a new U.S. maritime strategy that reflects new geo-strategic realities.

This study was the result of a Naval Studies Board meeting held on June 9-10, 1993, at the U.S. Marine Corps Combat Development Command (MCCDC). At that meeting, the Board was briefed on technical and operational problems the Marine Corps expects to face in the post-Cold War future. Since the end of the Cold War, the Navy and Marine Corps have been redefining their missions and concepts of operation, in recognition of the new military challenges presented by the post-Cold War international political situation. The new definitions of strategy, embodied in two Navy-Marine Corps white papers entitled' ... From the Sea' (1992) and 'Forward ... From the Sea, ' do not replace the older ones, which have evolved in keeping with operational needs and technological advances throughout the Services' history. Rather, they offer new interpretations and emphases, based on revised strategic and military operational needs for regional conflicts in the world's littoral zones, and on new technological capabilities for current and future use. This evolution of strategy and its significance for the equipment and joint operation of the Navy and the Marine Corps in regional conflicts were the subjects of the briefings and discussions at the June 1993 meeting.

Naval Operations Concept 2010 (NOC 10) describes when, where and how U.S. naval forces will contribute to enhancing security, preventing conflict and prevailing in war in order to guide Maritime Strategy implementation in a manner consistent with national strategy. NOC 10 describes the ways with which the sea services will achieve the ends articulated in A Cooperative Strategy for 21st Century Seapower (CS-21). The integration of naval capabilities to achieve specific joint mission objectives is the responsibility of commanders, who formulate their concepts of operations to achieve advantage and decision. In contrast, Service operational concepts are designed to describe the capabilities that operational commanders can expect the Services to provide, and indicate selected ways these capabilities can be integrated to achieve mission success. Consequently, NOC 10 is designed to inform development of joint concepts, plans and experimentation. The term "naval" and "the Naval Service" are used throughout this publication to encompass Navy, Marine Corps, and Coast Guard personnel and organizations. NOC 10 articulates the ways naval forces are employed to achieve the strategy conveyed in CS-21. Published in 2007, CS-21 described a set of core capabilities that added maritime security and humanitarian assistance and disaster response (HA/DR) to the traditional forward presence, deterrence, sea control, and power projection. Not to be viewed as discrete missions or functions, these core capabilities are intrinsically linked and mutually supporting enablers for achieving the Naval Service's strategic imperatives: Regionally concentrated, credible combat power to: Limit regional conflict with deployed, decisive maritime power, Deter major power war, Win our Nation's wars. Globally distributed, mission-tailored maritime forces to: Contribute to homeland defense in depth, Foster and sustain cooperative relationships with more international partners, Prevent or contain local disruptions before they impact the global System.
