The National Marine Fisheries Service (NMFS) of the National Oceanic and Atmospheric Administration (NOAA) is responsible for collecting information on marine recreational angling. It does so principally through the Marine Recreational Information Program (MRIP), a survey program that consists of an in-person survey at fishing access sites and a mail survey, in addition to other complementary or alternative surveys. Data collected from anglers through MRIP supply fisheries managers with essential information for assessing fish stocks. In 2006, the National Research Council provided an evaluation of MRIP's predecessor, the Marine Recreational Fisheries Statistics Survey (MRFSS). That review, Review of Recreational Fisheries Survey Methods, presented conclusions and recommendations in six categories: sampling issues; statistical estimation issues; human dimensions; program management and support; communication and outreach; and general recommendations. After spending nearly a decade addressing the recommendations, NMFS requested another evaluation of its modified survey program (MRIP). This report, the result of that evaluation, serves as a 10-year progress report. It recognizes the progress that NMFS has made, including major improvements in the statistical soundness of its survey designs, and also highlights some remaining challenges and provides recommendations for addressing them.

The emergency rule is required because allocation of coho harvest between recreational and commercial fisheries will not be consistent with the allocation schedule specified in the Pacific Coast Salmon Fishery Management Plan (FMP) in order to limit fishery impacts on Queets and Grays Harbor coho and meet conservation and management objectives. The fishery management measures for the area from Cape Falcon, OR, to the U.S./Mexico border are consistent with the FMP and are implemented through a final rule. Specific fishery management measures vary by fishery and by area. The measures establish fishing areas, seasons, quotas, legal gear, recreational fishing days and catch limits, possession and landing restrictions, and minimum lengths for salmon taken in the U.S. exclusive economic zone (EEZ) (3-200 nautical miles (nmi)) off Washington, Oregon, and California. Framework 50 sets specifications for FYs 2013-2015, including 2013 total allowable catches (TACs) for U.S./Canada stocks, and revises the rebuilding program and management measures for Southern New England/Mid-Atlantic (SNE/MA) winter flounder. This final rule also implements FY 2013 management measures for the recreational and common pool fisheries and clarifies how to account for sector carryover for FY 2013 and for FY 2014 and beyond. These actions are necessary to prevent overfishing, rebuild overfished stocks, achieve optimum yield (OY), and ensure that management measures are based on the best available scientific information.
