In the story of post-Cold War conceptual confusion, the war in and over Kosovo stands out as a particularly interesting episode. This book provides new and stimulating perspectives on how Kosovo has shaped the new Europe. It breaks down traditional assumptions in the field of security studies by sidelining the theoretical worldview that underlies mainstream strategic thinking on recent events in Kosovo. The book offers a conceptual overview of the Kosovo debate, placing these events in the context of globalisation, European integration and the discourse of modernity and its aftermath. It then examines Kosovo's impact on the idea of war. One of the great paradoxes of the war in Kosovo was that it was not just one campaign but two: there was the ethnic cleansing campaign in Kosovo and the allied bombing campaign against targets in Kosovo and all over Serbia. Serbia's killing of Kosovo has set the parameters of the Balkanisation-integration nexus, offering 'Europe' (and the West in general) a unique opportunity to suggest itself as the strong centre that keeps the margins from running away. Next, it investigates 'Kosovo' as a product of the decay of modern institutions and discourses like sovereignty, statehood, the warring state or the United Nations system. 'Kosovo' has introduced new overtones into the European Weltanschauung and the ways in which 'Europe' asserts itself as an independent power discourse in a globalising world: increasingly diffident, looking for firm foundations in the conceptual void of the turn of the century.

In this new Brookings Marshall Paper, Michael O'Hanlon argues that now is the time for Western nations to negotiate a new security architecture for neutral countries in eastern Europe to stabilize the region and reduce the risks of war with Russia. He believes NATO expansion has gone far enough. The core concept of this new security architecture would be one of permanent neutrality. The countries in question collectively make a broken-up arc, from Europe's far north to its south: Finland and Sweden; Ukraine, Moldova, and Belarus; Georgia, Armenia, and Azerbaijan; and finally Cyprus plus Serbia, as well as possibly several other Balkan states. Discussion on the new framework should begin within NATO, followed by deliberation with the neutral countries themselves, and then formal negotiations with Russia. The new security architecture would require that Russia, like NATO, commit to help uphold the security of Ukraine, Georgia, Moldova, and other states in the region. Russia would have to withdraw its troops from those countries in a verifiable manner; after that, corresponding sanctions on Russia would be lifted. The neutral countries would retain their rights to participate in multilateral security operations on a scale comparable to what has been the case in the past, including even those operations that might be led by NATO. They could think of and describe themselves as Western states (or anything else, for that matter). If the European Union and they so wished in the future, they could join the EU. They would have complete sovereignty and self-determination in every sense of the word. But NATO would decide not to invite them into the alliance as members. Ideally, these nations would endorse and promote this concept themselves as a more practical way to ensure their security than the current situation or any other plausible alternative.

The aim of this study is to examine the extent to which the end of the Cold War led to Europeanisation in the Common Security and Defence Policy (CSDP). The analysis takes into consideration previous studies on Europeanisation and its impact on the transformation of national security and defence, and attempts to account for the development of Europeanisation and related mechanisms. These mechanisms, which have been described as framing mechanisms and negative integration, incorporate all the major relevant factors identified here (i.e. a common Strategic Culture, new security identity, domestic political decision-making, industrial base and defence-spending decline) that contributed to the realisation of the CSDP. The relevance of these factors for CSDP Europeanisation is examined through an historical and empirical analysis, and the relationship between the CSDP and North Atlantic Treaty Organization (NATO) is also explored. This approach facilitates analysis of the debate concerning the emergence of the CSDP and throws light on the political shift that led European Union (EU) leaders to support the CSDP. Another aspect of this study is the empirical examination of the dynamics and limitations of the European defence sector. The changes which took place in this sector facilitated the emergence of the CSDP and are therefore analysed in the light of globalisation issues, economies of scale, economic crises, military autonomy, new security strategy and Research and Development (R&D) impact. In recent years debates about the nature and future of the West have been high on the political agenda. Prognoses of the West’s imminent demise have been countered by those arguing for its continued relevance, or those arguing that while the West will survive its nature, and the balance of power between its constituent units, is transforming. This book argues that understanding contemporary developments requires subjecting the very idea of the West to critical scrutiny and in particular asking what kind of concept it actually is. Locating the West as a discursive concept the book argues attempts to save, fix or reclaim the meaning of the West are illustrative of political agendas rather than indicative of accurate claims about the essential nature of the West. In contrast, the book argues that as a concept the West is impregnated with various discursive legacies, the most embedded of which are those of a civilisational, modern and political West. However, while attempts to define the West’s essence are therefore doomed to fail, given the concept’s historical and discursive flexibility, such attempts reaffirm the legitimising role which claims to the West continue to perform. Beyond this, the book challenges traditional genealogies of the West, which overwhelmingly depict the West as an inside-out concept. In contrast, the book argues that historically outsiders have played an important role in defining the nature of the West and constituting it as a political subject; processes that remain evident today. This book will particularly interest students of critical security studies, critical geopolitics, European politics, American politics and IR theory.
