The Manpower Staffing Standards System (MS-3) is a relatively new program now being used in the Army to determine manpower requirements for TDA organizations. There is some controversy concerning the use of standards and their role relative to the Army's Planning Programing Budgeting and Execution System (PPBES). This study was initiated based on a topic submitted by Forces Command which posed questions about the validity of the standards and their (the standards) role in the PPBES. The study describes the background of the new system and provides answers to the questions, plus makes some recommendations concerning improvement of the link between the MS-3 Program and the PPBES.
