Offering the first full-scale analysis of the filibustering movement, Robert May relates the often-tragic stories of illegal expeditions into Cuba, Mexico, Ecuador, Nicaragua, and other Latin American countries and details surprising numbers of aborted plots, as well. May investigates why thousands of men joined filibustering expeditions, how they were financed, and why the U.S. government had little success in curtailing them. Surveying antebellum popular media, he shows how the filibustering phenomenon infiltrated the American psyche in newspapers, theater, music, advertising, and literature. Condemned abroad as pirates, frequently in language strikingly similar to modern American denunciations of foreign terrorists, the filibusters were often celebrated at home as heroes who epitomized the spirit of Manifest Destiny. Tracing the sectionalization of American politics in the 1840s and 1850s, Michael Morrison offers a comprehensive study of how slavery and territorial expansion intersected as causes of the Civil War. Specifically, he argues that the common heritage of the American Revolution bound Americans together until disputes over the extension of slavery into the territories led northerners and southerners to increasingly divergent understandings of the Revolution's legacy. Manifest Destiny promised the literal enlargement of freedom through the extension of American institutions all the way to the Pacific. At each step--from John Tyler's attempt to annex Texas in 1844, to the Kansas-Nebraska Act, to the opening shots of the Civil War--the issue of slavery had to be confronted. Morrison shows that the Revolution was the common prism through which northerners and southerners viewed these events and that the factor that ultimately made consensus impossible was slavery itself. By 1861, no nationally accepted solution to the dilemma of slavery in the territories had emerged, no political party existed as a national entity, and politicians from both North and South had come to believe that those on the other side had subverted the American political tradition.

American myths about national character tend to overshadow the historical realities. Mr. Horsman's book is the first study to examine the origins of racialism in America and to show that the belief in white American superiority was firmly ensconced in the nation's ideology by 1850. The author deftly chronicles the beginnings and growth of an ideology stressing race, basic stock, and attributes in the blood. He traces how this ideology shifted from the more benign views of the Founding Fathers, which embraced ideas of progress and the spread of republican institutions for all. He finds linkages between the new, racialist ideology in America and the rising European ideas of Anglo-Saxon, Teutonic, and scientific ideologies of the early nineteenth century. Most importantly, however, Horsman demonstrates that it was the merging of the Anglo-Saxon rhetoric with the experience of Americans conquering a continent that created a racialist philosophy. Two generations before the new immigrants began arriving in the late nineteenth century, Americans, in contact with blacks, Indians, and Mexicans, became vociferous racialists. In sum, even before the Civil War, Americans had decided that peoples of large parts of this continent were incapable of creating or sharing in efficient, prosperous, democratic governments, and that American Anglo-Saxons could achieve unprecedented prosperity and power by the outward thrust of their racialism and commercial penetration of other lands. The comparatively benevolent view of the Founders of the Republic had turned into the quite malevolent ideology that other peoples could not be regenerated through the spread of free institutions.
