Due to the urgent need to protect communities, ecosystems, and economies from the impacts of a changing climate, adaptation is becoming increasingly relevant. Climate change is already a significant stressor on most global and local value chains and threatens food security. This makes timely implementation of sustainable adaptation actions that catalyse agrifood system resilience indispensable for working towards better nutrition, better environments and better production, leaving no one behind. Recognizing the important role adaptation plays for agrifood systems, and its prominence in the Paris Agreement, the paper presents and reflects on FAO’s repertoire of different adaptation actions and solutions. Complementing the conclusion of the Global Stocktake at COP28, it comprehensively summarizes FAO’s efforts to boost progress in global adaptation actions. In the current context of climate change, focusing on gender equality in the Small Island Developing States (SIDS) can drive improvements in resilience, food security and nutrition. This document seeks to enrich the knowledge and evidence base on gender, food systems and resilience in the SIDS of the Caribbean, the Pacific, and the Atlantic, Indian Ocean and South China Sea (AIS) region, providing evidence from Barbados, Cabo Verde, Comoros (the), Palau, Saint Lucia, Samoa and Sao Tome and Principe. It focuses specifically on gender-related roles, gender gaps and traditional knowledge in agriculture and natural resource management to better support women’s participation in value chains and the benefits they receive from value chain development. It calls for radical transformations to build resilient livelihoods, overcome gender inequalities and help rural women and men reduce their exposure and vulnerability to climate change and natural disasters. Furthermore, the transformations called for, which focus on gender equity, will increase the resilience of rural livelihoods to unforeseen events, such as the COVID-19 pandemic, particularly in view of the critical role women play in ensuring food security and nutrition.

Six years from 2030, hunger and food insecurity trends are not yet moving in the right direction to end hunger and food insecurity (SDG Target 2.1) by 2030. The indicators of progress towards global nutrition targets similarly show that the world is not on track to eliminate all forms of malnutrition (SDG Target 2.2). Billions of people still lack access to nutritious, safe and sufficient food. Nevertheless, progress in many countries provides hope of the possibility of getting back on track towards hunger and malnutrition eradication. Implementing the policies, investments and legislation needed to revert the current trends of hunger, food insecurity and malnutrition requires proper financing for food security and nutrition. Despite a broad agreement on the urgent need to increase financing for food security and nutrition, the same cannot be said for a common understanding regarding how this financing should be defined and tracked. The report provides a long-awaited definition of financing for food security and nutrition and guidance for its implementation. There are recommendations regarding the efficient use of innovative financing tools and reforms to the food security and nutrition financing architecture. Establishing a common definition of financing for food security and nutrition, and methods for its tracking, measurement and implementation, is an important first step towards sustainably increasing the financing flows needed to end hunger, food insecurity and all forms of malnutrition, and to ensure access to healthy diets for all, today and tomorrow.

This study presents opportunities for transformation to low carbon agrifood value chains through scaling up successful climate-smart agriculture (CSA) practices. The study draws upon data from 173 Farmer Field Schools (FFS) conducted by the Food and Agriculture Organization of the United Nations (FAO) as part of the IFAD-funded ‘Sustainable Agriculture Investments and Livelihoods’ (SAIL) Project, implemented by the Ministry of Agriculture and Land Reclamation (MoALR) in Egypt. The study assesses the potential for increasing farmers’ incomes, decreasing greenhouse gas (GHG) emissions, and improving water-use efficiency (WUE) following the implementation of CSA interventions. It also analyses sustainable value chain production models for selected crops, with the goal of establishing climate-smart value chains that are economically feasible and present financial investment opportunities for small investors.

Using sustainable food value chain development (SFVCD) approaches to reduce poverty presents both great opportunities and daunting challenges. SFVCD requires a systems approach to identifying root problems, innovative thinking to find effective solutions and broad-based partnerships to implement programmes that have an impact at scale. In practice, however, a misunderstanding of its fundamental nature can easily result in value-chain projects having limited or non-sustainable impact. Furthermore, development practitioners around the world are learning valuable lessons from both failures and successes, but many of these are not well disseminated. This new set of handbooks aims to address these gaps by providing practical guidance on SFVCD to a target audience of policy-makers, project designers and field practitioners. This first handbook provides a solid conceptual foundation on which to build the subsequent handbooks. It (1) clearly defines the concept of a sustainable food value chain; (2) presents and discusses a development paradigm that integrates the multidimensional concepts of sustainability and value added; (3) presents, discusses and illustrates ten principles that underlie SFVCD; and (4) discusses the potential and limitations of using the value-chain concept in food-systems development. By doing so, the handbook makes a strong case for placing SFVCD at the heart of any strategy aimed at reducing poverty and hunger in the long run.

New evidence this year corroborates the rise in world hunger observed in this report last year, sending a warning that more action is needed if we aspire to end world hunger and malnutrition in all its forms by 2030. Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting.
