The impetus for this volume was the 2nd International Wetlands Conference which was held in June, 1984 at Trebon, Czechoslovakia. An overview of the worlds wetlands was one of the themes of the conference and it was decided that a useful follow-up would be a publication on the same topic. The initial goal was to cover as many of the worlds wetlands as possible in one volume and to have an emphasis on wetland ecology, biota, classification, and management. Individuals who made presentations at the Trebon confer ence were asked to prepare chapters and the editors also solicited other contributions. For a variety of reasons, the initial goal has been difficult to reach, especially coverage of the entire globe, and it has been necessary to publish the contributions in more than one volume. Volume 1 represents the com pletion of the first phase of the project and it covers most of the Western Hemisphere, Australia, most of Africa, the Indian subcontinent, the Mediter ranean region, and Papua New Guinea. Volume 2 will contain chapters on Western Europe, Northern Europe, Central Europe, most of northern and It is our hope that Volume western Asia, the Middle East, and Indonesia. 2 will appear in the near future and, if possible, a third volume will be published if authors can be secured to cover areas such as the Far East, other parts of the Indo-Pacific region, and New Zealand.

For the present purpose, we may state that "wildlife management" means "the management of animal populations within the framework of the environment." Some would find it too narrow, arguing that wildlife management should also include education, outreach, park management, law enforcement, economics and land appraisal since so many management issues are rooted in interactions between humans and animals. This book develops the Sustainable Governance Approach and the principles of Community-Based Natural Resource Management (CBNRM). It provides practical examples of successes and failures in implementation, and lessons about the economics and governance of wild resources with global application. CBNRM emerged in the 1980s, encouraging greater local participation to conserve and manage natural and wild resources in the face of increasing encroachment by agricultural and other forms of land use development. This book describes the institutional history of wildlife and the empirical transformation of the wildlife sector on private and communal land, particularly in southern Africa, to develop an alternative paradigm for governing wild resources. With the twin goals of addressing poverty and resource degradation in the world’s extensive agriculturally marginal areas, the author conceptualises this paradigm as the Sustainable Governance Approach, which integrates theories of proprietorship and rights, prices and economics, governance and scale, and adaptive learning. The author then discusses and defines CBNRM, a major subset of this approach. Interweaving theory and practice, he shows that the primary challenges facing CBNRM are the devolution of rights from the centre to marginal communities and the governance of these rights by communities, a challenge which is seldom recognised or addressed. He focuses on this shortcoming, extending and operationalising institutional theory, including Ostrom’s principles of collective action, within the context of cross-scale governance.
