"Today we focus on yet another area in which funds are wasted through unnecessary duplication, DOD's management of aeronautical depot maintenance, which involves the major overhaul of military aircraft. This program is costly. DOD has invested about $6.6 billion in facilities and equipment with annual expenditures close to $5.4 billion. Numerous reviews by both the GAO and the Defense Department have been critical of the management of aircraft depot maintenance. In 1978 GAO found extensive duplication and underuse of resources and concluded that the separate aircraft depot maintenance systems of the three military services waste money, men, and materials"--Page 1-2.
