What happens to intergovernmental organizations (IGOs) after their creation has remained in mystery over the years. Although the current globalized outlook has sparked new and growing interests on the role that IGOs play in the global landscape, the scholarship has largely focused on the political aspects of cooperation, primarily on how and why different IGO member states interact with each other and the outcomes associated with such cooperation. Research is yet to untangle how these organizations work and operate. This Element addresses this niche in the literature by delving into two important aspects: the management and governance of IGOs. We build on a four-year research program where we have collected three types of different data and produced several papers. Ultimately, the Element seeks to provide scholars with a description of the inner workings of IGOs, while providing guidance to policymakers on how to manage and govern them.

In which ways do UN organizations carry out their multilateral development cooperation individually, as well as in cooperation with other organizations? This study answers this question from a public- management perspective. Such a perspective has rarely been used in the study of international organizations. In particular, the theoretical topics of governance, program management, and coordination in and among UN organizations are reviewed. More research on management may lead to adaptations within the UN system or information which will neutralize ill-founded criticism. An improved understanding of the internal functioning of UN organizations may enhance their efficiency and impact. Moreover, sometimes member states have such high expectations that the UN system cannot live up to them. In this way, UN members regulate their own disappointments with the UN system. A critical assessment of the limitations under which the UN organizations operate may prevent some of these high hopes and thus forestall some member state dissatisfaction. This study deals in particular with the United Nations Populations Fund (UNFPA) and the United Nations Children's Fund (UNICEF), and their coordinated behaviour in the Joint Consultative Group on Policy (JCGP). This book proposes that fundamental concepts of institutional law need to be rethought and revised. Contrary to conventional wisdom, international organizations do not need to have members, and the members do not need to be states and international organizations. Private sector entities may, for instance, also be full members. Furthermore, international organizations do not need to possess international legal personality, nor is their autonomy a corollary of their personality. Moreover, the notion of “subject of international law” also needs to be reconsidered and the very concepts and definitions of “intergovernmental organization” and “international organization” need to change and be defined in a wider manner. In this publication the legal implications of membership are analyzed and a new analytical framework for international organizations is proposed.
