This book offers an inclusive perspective on the constellation of languages in Europe by taking into account official state languages, regional minority languages and immigrant minority languages. Although "celebrating linguistic diversity" is one of the key propositions in the European discourse on multilingualism and language policies, this device holds for these three types of languages in a decreasing order. All three types of languages, however, are constituent parts of a multilingual European identity and should be taken into account in any type of language policy. Both facts and policies on multilingualism and plurilingual education are addressed in case studies at the national and European level. The selection of case studies is based on a careful weighing of geographical spread of countries and languages across Europe on the one hand, and availability of established expert knowledge on the other. After an Introduction to the theme of the book (Guus Extra and Durk Gorter), Part I deals with official state languages with a focus on the spread of English as lingua franca across Europe (Juliane House), on French and France (Dennis Ager), on Polish in Poland and abroad (Justyna Lesniewśka), and on language constellations in the Baltic States (Gabrielle Hogan-Brun). Part II deals with regional minority languages with a focus on Catalan in Spain (Francesc Xavier Vila i Moreno), Frisian in the Netherlands (Durk Gorter et al.), Hungarian as a minority language in Central Europe (Susan Gal), and Saami in the Nordic countries (Mikael Svonni). This book focuses on the Polish Constitution of 1997, concentrating on its structure, its substance and some of the institutional choices made by the drafters. The core of the Constitution is similar to other liberal democratic constitutions, but, in addition, it regulates a number of issues – such as public finances and sources of law – that are new to Polish constitutionalism and to constitutionalism in general. It considers in a detailed manner certain institutional choices made in the Constitution, such as the bicameral parliament, the peculiar structure of the executive branch, as well as the principle of independence of courts and judges, fundamental rights and local government. The book is a vital resource for all those interested in Poland's Constitution, and the rich comparative constitutional insights the country offers. In addition to explaining the 1997 Constitution in its political, historical, and social context, the book tackles the radical changes, in particular within the judicial branch, introduced by the new governing majority since 2015. Shortlisted for the 2013 BISA IPEG Book Prize, this book explores how Eastern Europe’s post-communist transition can only be understood as part of a broader interrogation of neoliberal hegemony in the global political economy, and provides a detailed historical account of the emergence of neoliberalism in Eastern Central Europe. Adopting an innovative Gramscian approach to post-communist transition, this book charts the rise to hegemony of neoliberal social forces. Using transition in Poland as a starting point, the author traces how particular social forces most intimately associated with transnational capital successful in the struggle over competing reform strategies. Transition is broken down into three stages; the "first wave" illustrates how the rise of particular social forces shaped by global change gave rise to a neoliberal strategy of capitalism from the 1970s. It goes on to show how the political economy of Europeanization, associated with EU enlargement instilled a "second wave" of neoliberalisation. Finally, exploring recent populist and left wing alternatives in the context of the current financial crisis, the book outlines how counter-hegemonic struggle might oppose a "third wave" neoliberalisation.
