The proposed harbor would provide shelter for recreational boating crafts, mooring sites, and vessel service facilities. Unavoidable adverse environmental and biological effects of the project are described due to dredging, dredge material disposal, land use, and construction of breakwaters. However, other disposal methods are proposed and coordinated with state and federal agencies in accordance with appliable federal laws.
