Après une première appréciation des choix institutionnels retenus dans le cadre de l'UEM à la lumière de la littérature, nous soulevons, dans le second chapitre, les spécificités macroéconomiques et politiques liées au cadre d'une union monétaire (asymétrie des chocs, hétérogénéité des canaux de transmission, divergences de préférences politiques) et leurs implications possibles. Le troisième chapitre met en évidence les arbitrages en termes d'efficacité et d'équité sous-jacents à la définition du processus de décision pour la politique monétaire commune. Le chapitre quatre reconsidère la question de la délégation de la politique monétaire à une banque centrale indépendante proposée par Rogoff dans le cadre d'une union monétaire. Le chapitre cinq étend cette analyse au cas où la banque centrale doit respecter une cible d'inflation fixée par les pays membres. Enfin, le chapitre six étudie, dans l'hypothèse de banquiers centraux partisans, l'impact de deux choix institutionnels s'offrant aux pays membres d'union monétaire: le processus de nomination des banquiers centraux et le système politique de l'union.
