Juridiquement, plusieurs indices concordants mettent clairement en exergue l'appartenance de la santé publique à l'ordre public en Afrique francophone. Partant de ce constat, la notion d'ordre public sanitaire repose sur de solides arguments qui fondent son existence et son positionnement en tant que démembrement de la définition générale ou traditionnelle de l'ordre public. En revanche, le lien quasi fusionnel entre l'ordre public sanitaire et le droit fondamental à la sécurité met à rude épreuve la pertinence de son action dans la plupart des États africains. En cause, le stade embryonnaire de la sécurité sociale en Afrique francophone qui contraste avec les mesures de police ayant pour objet la protection de la santé publique de sorte que, les mesures de protection (police sanitaire) et l'absence de protection (la très faible couverture de la sécurité sociale) se chevauchent et se contredisent. Évidemment, la jonction de ces deux facteurs : l'inopérance du droit à la santé et l'inefficacité des services publics sont de nature à fragiliser d'avantage l'ordre public sanitaire dans les États d'Afrique francophone. En définitive, au delà de sa justification légale et réglementaire, l'ordre public sanitaire en Afrique francophone manque cruellement de moyens humains, financiers, matériels et institutionnels pour en faire un véritable outil de préservation de la santé publique, composante de l'ordre public.

Investment in secondary schooling in Sub-Saharan Africa has been neglected since the World Conference on Education for All at Jomtien. The World Education Forum at Dakar began to recognize the growing importance of post-primary schooling for development. Only 25 percent of school-age children attend secondary school in the region--and fewer complete successfully, having consequences for gender equity, poverty reduction, and economic growth. As universal primary schooling becomes a reality, demand for secondary schools is increasing rapidly. Gaps between the educational levels of the labor force in Sub-Saharan Africa and other regions remain large. Girls are more often excluded from secondary schools than boys. Secondary schooling costs are high to both governments and households. This study explores how access to secondary education can be increased. Radical reforms are needed in low-enrollment countries to make secondary schooling more affordable and to provide more access to the majority currently excluded. The report identifies the rationale for increasing access, reviews the status of secondary education in Sub-Saharan Africa, charts the growth needed in different countries to reach different levels of participation, identifies the financial constraints on growth, and discusses the reforms needed to make access affordable. It concludes with a road map of ways to increase the probability that more of Africa's children will experience secondary schooling.

The most recent Ebola epidemic that began in late 2013 alerted the entire world to the gaps in infectious disease emergency preparedness and response. The regional outbreak that progressed to a significant public health emergency of international concern (PHEIC) in a matter of months killed 11,310 and infected more than 28,616. While this outbreak bears some unique distinctions to past outbreaks, many characteristics remain the same and contributed to tragic loss of human life and unnecessary expenditure of capital: insufficient knowledge of the disease, its reservoirs, and its transmission; delayed prevention efforts and treatment; poor control of the disease in hospital settings; and inadequate community and international responses. Recognizing the opportunity to learn from the countless lessons of this epidemic, the National Academies of Sciences, Engineering, and Medicine convened a workshop in March 2015 to discuss the challenges to successful outbreak responses at the scientific, clinical, and global health levels. Workshop participants explored the epidemic from multiple perspectives, identified important questions about Ebola that remained unanswered, and sought to apply this understanding to the broad challenges posed by Ebola and other emerging pathogens, to prevent the international community from being taken by surprise once again in the face of these threats. This publication summarizes the presentations and discussions from the workshop.
