In an interconnected and globalized world, the voices of the local communities struggle to make themselves heard on the international stage. But many issues that arise within international relations have consequences for ordinary lives and are therefore closely connected. Climate change, warfare and migration are all examples of this. They are often discussed in abstract terms with relation to international diplomacy, but threaten the actual livelihoods of small communities and ordinary people. This was the setting of the conference ‘Global Crisis, Local Voices’, held in May 2018. This journal is a compilation of the papers presented at that conference, which was the second ‘DEN International Student Conference’. The conference and this publication is one of the many projects that the Democratic Education Network (DEN) is responsible for since its launch in 2016. This book is a collection of diverse works, all written by student authors from a range of different universities. From Democracy and Ideology, to Climate Change and China, it covers numerous concepts, ideas and geographical regions, that are often found in the studies of Politics and International Relations. An innovator in contemporary thought on economic and political development looks here at decline rather than growth. Albert O. Hirschman makes a basic distinction between alternative ways of reacting to deterioration in business firms and, in general, to dissatisfaction with organizations: one, “exit,” is for the member to quit the organization or for the customer to switch to the competing product, and the other, “voice,” is for members or customers to agitate and exert influence for change “from within.” The efficiency of the competitive mechanism, with its total reliance on exit, is questioned for certain important situations. As exit often undercuts voice while being unable to counteract decline, loyalty is seen in the function of retarding exit and of permitting voice to play its proper role. The interplay of the three concepts turns out to illuminate a wide range of economic, social, and political phenomena. As the author states in the preface, “having found my own unifying way of looking at issues as diverse as competition and the two-party system, divorce and the American character, black power and the failure of ‘unhappy’ top officials to resign over Vietnam, I decided to let myself go a little.”

This book takes an in-depth look at Louisiana as a state which is ahead of the curve in terms of extreme weather events, both in frequency and magnitude, and in its responses to these challenges including recovery and enhancement of resiliency. Louisiana faced a major tropical catastrophe in the 21st century, and experiences the fastest rising sea level. Weather specialists, including those concentrating on sea level rise acknowledge that what the state of Louisiana experiences is likely to happen to many more, and not necessarily restricted to coastal states. This book asks and attempts to answer what Louisiana public officials, scientists/engineers, and those from outside of the state who have been called in to help, have done to achieve resilient recovery. This report examines the role of incentives, trust, and engagement as critical determinants of service delivery performance in MENA countries. Focusing on education and health, the report illustrates how the weak external and internal accountability undermines policy implementation and service delivery performance and how such a cycle of poor performance can be counteracted. Case studies of local success reveal the importance of both formal and informal accountability relationships and the role of local leadership in inspiring and institutionalizing incentives toward better service delivery performance. Enhancing services for MENA citizens requires forging a stronger social contract among public servants, citizens, and service providers while empowering communities and local leaders to find 'best fit' solutions. Learning from the variations within countries, especially the outstanding local successes, can serve as a solid basis for new ideas and inspiration for improving service delivery. Such learning may help the World Bank Group and other donors as well as national and local leaders and civil society, in developing ways to enhance the trust, voice, and incentives for service delivery to meet citizens’ needs and expectations.

This book investigates US foreign policy and tests the hypothesis that transition-inspired democracy promotion will successfully establish liberal democracy around the world, and thus fulfil the aims of the American mission and its application of the democratic peace. It features two detailed case studies exploring political liberalization in Bosnia and Afghanistan, and suggests that the conclusions are applicable to other cases by highlighting the US mission in Iraq. The author critically examines US foreign policy in a theoretical and historical context, focusing on the United States Agency for International Development’s (USAID) democracy assistance. It demonstrates that if liberal democracy is the end-goal of USAID’s strategy then the theoretical and practical limitations of transition-inspired assistance will impede the attainment of this goal. In examining US democracy promotion in Bosnia, Afghanistan and Iraq during the Clinton and Bush administrations, the book concludes by considering its future during the Obama administration.
