This book examines the potential of Livestock Farming Systems (LFS) research to assess and understand the diversity of livestock farming systems in Central and Eastern Europe (CEE). LFS research based on systemic modelling has improved the understanding of livestock production realities at farm level and influenced agricultural development strategies in Western Europe. Researchers from both Western and Eastern Europe carried out this initial study, which was coordinated and sponsored under a collaborative agreement between EAAP and FAO, and was run in selected regions in Bulgaria, the Czech Republic, Hungary, Poland and the Slovak Republic. The results and conclusions of the study are reported in the book, together with the other contributions of interest with respect to the sustainable development of livestock production in CEE presented and discussed during a workshop in Budapest in August 2001. The results of the study demonstrate the adaptability of LFS research to systems predominantly based on large-scale private, corporate and co-operative farms in the CEE countries.

Informed livestock sector policy development and priority setting is heavily dependent on a good understanding of livestock production systems. In a collaborative effort between the Food and Agriculture Organization and the International Livestock Research Institute, stock has been taken of where we have come from in agricultural systems classification and mapping; the current state of the art; and the directions in which research and data collection efforts need to take in the future. Integrated farming in Asia is either considered an eco-friendly good that should be preserved for environmental reasons or a poor practice that will soon be superseded by industrial aquaculture. This report finds that most livestock-fish integration is sound business conducted by entrepreneurs accessing urban markets where the price of fish is relatively low. It can be used as part of a strategy to reduce environmental impacts of intensive livestock production and to produce low-cost food. Farmers have proved adept at both developing their systems to meet their own needs and diversifying the role of ponds, fish and livestock within their complex livelihoods.

The objectives of this study are to assess the role of small ruminants (sheep and goats) in the food production systems of developing countries, examine their advantages and disadvantages, analyze the constraints limiting their further contribution to the welfare of small farm/low income rural producers, prescribe measures for overcoming these constraints, and make recommendations related to potential donor involvement in support of the development of sheep and goat production. Small ruminants are viewed as an integral, but not dominant component of complex agricultural systems. Particular emphasis is placed on sheep and goats in mixed herds grazing dry rangelands and in small mixed farm systems in medium to high rainfall areas. An analysis of major constraints -- ecological, biological, policy, and socio-economic -- leads to recommendations on the need for a balanced production system approach for research, training and development programs, and for a combination of support activities such as herd health programs, and formulation of favorable credit, marketing and pricing policies for small ruminants and their products.

Agriculture is one of the most climate-sensitive of all economic sectors. In many countries, such as the four examined in Looking Beyond the Horizon, the risks of climate change are an immediate and fundamental problem because the majority of the rural population depends either directly or indirectly on agriculture for its livelihood. The risks of climate change to agriculture cannot be eff ectively dealt with--and the opportunities cannot be eff ectively exploited--without a clear plan for aligning agricultural policies with climate change, developing the capabilities of key agricultural institutions, and investing in infrastructure, support services, and on-farm improvements. Developing such a plan ideally involves a combination of high-quality quantitative analysis; consultation with key stakeholders, particularly farmers and local agricultural experts; and investments in both human and physical capital. The diverse experiences of Albania, the former Yugoslav Republic of Macedonia, Moldova, and Uzbekistan, highlighted in this book, show that it is possible to develop a plan to meet these objectives--one that is comprehensive and empirically driven as well as consultative and quick to develop. The approach of this volume is predicated on strong country ownership and participation, and is defi ned by its emphasis on "win-win" or "no regrets" solutions to the multiple challenges posed by climate change for the farmers of Eastern Europe and Central Asia. The solutions are measures that increase resilience to future climate change, boost current productivity despite the greater climate variability already occurring, and limit greenhouse gas emissions--also known as "climate-smart agriculture." Looking Beyond the Horizon draws on the experiences of applying this approach to these four nations in Eastern Europe and Central Asia with the goal of helping each country mainstream climate change adaptation into its agricultural policies, programs, and investments. The book also highlights the projected impacts of climate change on agriculture in these countries through forecast variations in temperature and rainfall patterns, which are crucial to farming, and off ers a map for navigating the risks and realizing the opportunities.
