Since the late 1990s access to information and communication technologies (ICTs) has seen tremendous growth-driven primarily by the wireless technologies and liberalization of telecommunications markets. Mobile communications have evolved from simple voice and text services to diversified innovative applications and mobile broadband Internet. In 2016, there were more than 7.3 billion mobile-cellular subscriptions worldwide. Globally, 3.5 billion people were using the Internet, of which 2.5 billion were from developing countries. Mobile-broadband subscriptions have risen constantly to reach 3.6 billion, while the number of fixed-broadband subscriptions reached more than 884 million during the same period. The impacts of ICTs cross all sectors. Research has shown that investment in information and communication technoslogies is associated with sucheconomic benefits as higher productivity, lower costs, new economic opportunities, job creation, innovation, and increased trade. ICTS also help provide better services in health and education, and strengthen social cohesion. The Little Data Book on Information and Communication Technology 2017 Illustrates the progress of this revolution for 217 economies around the world. This study investigates regulatory reforms in the telecommunications sector of Middle Eastern and North African (MENA) countries. It explores telecommunications innovations in three developing economies (Morocco, Jordan and Egypt), with a focus on regional and European trends in telecommunications policies. Common knowledge suggests that the European Union and its member states are the main influential regulatory power in the MENA region. However, the empirical analysis of selected telecommunications regulations: universal service obligation (USO) and spectrum management, reveals that reforms are not always determined by European countries but may also originate from other developing countries, such as Peru and Chile. This finding attests to the rise of regulatory influence from the Global South, which challenges traditional transfers of regulations originating from more industrially advanced countries.

As part of its mandate to guide and define the role of the private sector in poverty reduction and inclusive development, the UNDP Istanbul International Center for Private Sector in Development (IICPSD) produced the “Barriers and Opportunities at the Base of the Pyramid” foundational report. Developed by an interdisciplinary team of 18 leading poverty experts, the report leverages an ecological approach to understanding barriers to poverty reduction. The report presents poverty as a complex web of accumulating and interacting disadvantages facing people living in poverty, which in turn, sustain and perpetuate a life of socioeconomic exclusion. The barriers are clustered into five broad categories: Early Developmental Barriers, Health Barriers, Skill Barriers, Social Barriers, and Decision-making Barriers. Using this framework, the IICPSD surveyed a diverse group of practitioners to understand what are some of the opportunities private sector actors can undertake to help tackle these barriers. The report clusters private sector actions into four broad approaches, each within its own commercial logic: Corporate Social Responsibility, Social Enterprise, Inclusive Business, and Mainstream Business. Through s survey of policy makers and experts, the report also discusses the role of critical enablers that can facilitate a great role for the private sector in poverty reduction and inclusive development. The report look into how the public sector, international organizations and development agencies, academia, NGOs, Innovative inclusive financing and impact investing, and technology, can catalyze further private sector action in poverty reduction. The report ends with a note that if poverty means a life of socioeconomic exclusion for people at the base of the pyramid, the solution is to preclude poverty through social inclusion—and the private sector can play a much more substantial and strategic role towards this end.

This book brings together scholars from different disciplines to examine the evolving patterns of economic organisation across Northeast and Southeast Asia against the backdrop of market liberalisation, political changes and periodic economic crises since the 1990s.
