Mr. Charles Booth, whose investigations in East and South London have been so thorough and exact, has, it is true, published some exceedingly important, and, indeed, invaluable information bearing on the social and industrial conditions of life in Central London, but his investigations, for the most part, are restricted to certain broadly-defined districts, and are therefore incomplete; while the scope of his enquiry prevented him from giving, at any time, more than a casual and indirect clue to the moral and religious conditions of the districts which he investigated.
