This book is a profoundly moving and analytically incisive attempt to shift the terms of discussion in American politics. It speaks to the intellectual and political weaknesses within the liberal tradition that have put the United States at the mercy of libertarian, authoritarian populist, nakedly racist, and traditionalist elitist versions of the right-wing; and it seeks to identify resources that can move the left away from the stunned intellectual incoherence with which it has met the death of Bolshevism. In Ira Katznelson's view, Americans are squandering a tremendous ethical and political opportunity to redefine and reorient the liberal tradition. In an opening essay and two remarkable letters addressed to Adam Michnik, who is arguably East Europe's emblematic democratic intellectual, Katznelson seeks to recover this possibility. By examining issues that once occupied Michnik's fellow dissidents in the Warsaw group known as the Crooked Circle, Katznelson brings a fresh realism to old ideals and posits a liberalism that "stares hard" at cruelty, suffering, coercion, and tyrannical abuses of state power. Like the members of Michnik's club, he recognizes that the circumference of liberalism's circle never runs smooth and that tolerance requires extremely difficult judgments. Katznelson's first letter explores how the virtues of socialism, including its moral stand on social justice, can be related to liberalism while overcoming debilitating aspects of the socialist inheritance. The second asks whether liberalism can recognize, appreciate, and manage human difference. Situated in the lineage of efforts by Richard Hofstadter, C. Wright Mills, and Lionel Trilling to "thicken" liberalism, these letters also draw on personal experience in the radical politics of the 1960s and in the dissident culture of East and Central Europe in the years immediately preceding communism's demise. Liberalism's Crooked Circle could help foster a substantive debate in the American elections of 1996 and determine the contents of that desperately needed discussion.

Why have British and North American governments adopted illiberal social policies during this century? In the Name of Liberalism investigates examples of social policy in Britain and the United States that conflict with liberal democratic ideals. The book examines the use of eugenic arguments in the 1920s and 1930s, the use of work camps in the 1930s as a response to mass unemployment and the introduction of work-for-welfare programs since the 1980s. The book argues that existing accounts of American and British political development neglect how illiberal social policies are intertwined in the creation of modern liberal democratic institutions. Such policies are, paradoxically, justified in terms of the liberal democratic framework itself. In the light of the books research, the author suggests that there is a need to know more about the internal workings of democracies to justify the claim that liberal democracy represents the most attractive set of political institutions.

The death of General Francisco Franco in November of 1975 ended thirty-six years of fascist-style dictatorship in Spain. The subsequent transition to liberal parliamentary government was remarkably smooth, particularly when compared to the recent difficulties experienced by other states, such as the former Soviet Republics and Eastern Europe. Ortiz traces Spain's success back to the development of a liberal tradition and a public sphere in the last decades of the 19th century during the Restoration period. He uses this era as a test case to demonstrate that liberal practices can develop even within a political situation where state institutions and the social infrastructure do not necessarily support them. Paper Liberals dispels the notion that Western Europe ends at the Pyrenees and argues instead that, while on the periphery, Spain should not be excluded from the mainstream of European history. Clarifying a period in contemporary Spanish history that has been largely misunderstood, this study underscores the importance of the Spanish example as a comparative model to the countries customarily thought of as the European center (Britain, France, and Germany). Ortiz examines the formation and expansion of liberal political culture during the Regency of Maria Christina from 1885 to 1902, and he details the pivotal role of the Spanish press, which dominated the public sphere of Regency Spain, as the vehicle for this remarkable transformation.

Why and how has race become a central aspect of politics during this century? This book addresses this pressing question by comparing South African apartheid and resistance to it, the United States Jim Crow law and protests against it, and the myth of racial democracy in Brazil. Anthony Marx argues that these divergent experiences had roots in the history of slavery, colonialism, miscegenation and culture, but were fundamentally shaped by impediments and efforts to build national unity. In South Africa and the United States, ethnic or regional conflicts among whites were resolved by unifying whites and excluding blacks, while Brazil's longer established national unity required no such legal racial crutch. Race was thus central to projects of nation-building, and nationalism shaped uses of race. Professor Marx extends this argument to explain popular protest and the current salience of issues of race.
