Book Description
This document is an official report by the US Government on the proposed changes to be made to federal law enforcement in light of the infamous Waco siege of 1993. The Waco siege, also known as the Waco massacre, was a law enforcement siege of a compound that belonged to the religious sect Branch Davidians. It was carried out jointly by the U.S. federal government, Texas state law enforcement, and the U.S. military. A tear gas attack initiated in an attempt to force the Branch Davidians out of the ranch caused a fire that resulted in the deaths of 76 sect members, including 25 children, two pregnant women, and sect leader David Koresh.

Book Description
Heated debates about "what really happened in Waco" are a recurring public drama. Yet, little or no attention has been given to the work of the negotiators who talked with the Branch Davidians. In this important book, Jayne Seminare Docherty utilizes largely unexplored sources of data to explain why fifty-one days of negotiations by federal officials failed to get all of the Branch Davidians to exit the compound. Learning Lessons from Waco applies a theory of worldview conflicts to the more than 12,000 pages of the negotiation transcripts from Waco. Through perceptive analysis of the situation, Docherty offers a fresh perspective on the activities of law enforcement agents. She shows how the Waco conflict resulted from a collision of two distinct worldviews—the FBI's and the Davidians'—and their divergent notions of reality. By exploring the failures of the negotiations, she also urges a better understanding of encounters between rising religious movements and dominant social institutions. Finally, the resulting model is applicable to other conflict resolution processes such as mediation and facilitated problem solving.

Excerpt from The Aftermath of Waco; Changes in Federal Law Enforcement: Hearings Before the Committee on the Judiciary, United States Senate, One Hundred Fourth Congress, First Session It is my absolute belief that this is not the image that the Fram ers of our Constitution had in mind when they carefully con structed that sacred document. It is certainly not how I perceive the fbi, nor is it the image held by the legions of American citi zens who have worked with, and been helped by, the fbi over the years.
